One of the participants in this action is a member of the Council of Ecological Watch for North Caucasus Suren Ghazaryan told RS about the concerns of the Black Sea environmentalists: the construction of Olympic facilities and luxurious mansions in nature reserves.

- This is not the first time you have held protests near Tkachev's dacha in the village of Bzhid. Why is it of interest to environmentalists?

– Because we saw that there are violations of the Forest and Water Codes. A solid fence is located around a large area of forest with an area of about 10 hectares, and it continues on the Black Sea coast, there is a concrete wall. People can't get through. And behind the fence, two or three hectares of Pitsunda pines have been cut down, which are listed in the Red Book. All this was done without projects required by law, public discussions, and environmental impact assessments. And this is a challenge for society: the governor allows himself a de facto criminal offense - cutting down the Red Book species.

When did this construction start?

- Back in 2005. But they began to intensively invade the forest fund and build walls at the end of 2009. At first, the forest was fenced with barbed wire, then they began to build a capital fence and walls on the shore.

– Does Tkachev himself live there?

- He happens there. They say that he arrives by helicopter. Now 10 hectares have been seized, and according to an extract from the state land cadastre, Alexander Nikolayevich Tkachev owns 10 acres. He has this plot on lease, he even indicated it in the declaration. And around this site, 10 hectares are simply illegally fenced, such an estate.

And did you manage to get in there?

- We sailed on mattresses. They can't fence the whole sea. We swam for about an hour, and they could not do anything with us. They were very angry, according to eyewitnesses.

And Viktor Chirikov tried to walk along the river, along the coast to the sea, but he was detained by police officers who are constantly on duty at this dacha. By law, there is a publicly accessible shoreline along the river. But the police and the guards of this dacha were waiting there. "Alfa-Neva" is called. One of the guards ran up to Victor and hit him several times. After that, the police officers attacked Viktor, knocked him down, handcuffed him and took him out. Then two more were arrested. They were all taken to the local police station.

Less than a month ago, when Putin and Medvedev were vacationing in Sochi, the Olympia yacht, which belongs to Vladimir Putin, approached this palace. From this yacht someone visited the palace

We immediately arrived, his wife and son were there, but they cordoned off the department and did not let anyone into the duty unit. We didn't have any chance to talk to them. They were taken to Tuapse and on the same day they were tried, they gave 15 days to Chirikov and five days to two other people. That is, there it was impossible to give them a lawyer, invite witnesses, the court was closed. They were brought in, brought in and closed the court. Two days later, an appeals court was held according to the same scenario, the lawyer was not allowed in, they told him that the court would be tomorrow. He came in the morning, he was told that the trial was held in the evening. That is, they did so that neither the witnesses nor the lawyer could get into the process. Now Viktor will sit until September 10th. He went on a hunger strike.

- In February, you also tried to enter the territory of "Putin's palace". Then, after the statement of businessman Sergei Kolesnikov, Putin's representatives disowned the building, it was allegedly resold. Then you were detained in much the same way as Viktor Chirikov is now, and your personal belongings were taken away. Returned?

No, they didn't return the items. It is simply impossible to find the ends where our statement fell. Because the police say that they sent him to the investigative committee, the investigative committee says that they sent him to the military prosecutor's office, since the FSO officers were involved there. And the military prosecutor's office is a closed structure, which it is not clear how to contact. As a result, things were not returned to us, and in general, there are no movements in this case. And everything that is connected with this "palace", here people track. Less than a month ago, when Putin and Medvedev were vacationing in Sochi, the Olympia yacht, which belongs to Vladimir Putin, approached this palace. From this yacht, someone visited the palace, and then the same someone left the palace. We published it, but there were no rebuttals.

- Is the construction going on?

- Finishing work is going on. In June, we went to the shore of this palace, swam defiantly and saw that the elevator shaft was being completed there, some bank protection work was being carried out on the shore. I think it's almost finished.

– There is still an object on the coast, known as the "cottage of the patriarch", and, probably, there are many such buildings belonging to people who would not like to know about this property of theirs. After all, you even arranged a "march along the stolen Black Sea."

“It was a movement initiative” open shore", but it ended in much the same way as most civil actions. After this march, people approached the gates of the "dacha of the patriarch" and then came to the beach, began to swim. The police arrived and arrested Kirill Goncharov from the youth "Yabloko" and Sergei Menzheritsky, the leader of the "Open Coast" movement. They violated absolutely nothing, but they wrote that they did not obey the lawful demands of the police. that their nests or estates will be taken away, or at least people will find out what lies behind these walls.

– And how many of these "nests"?

“About a dozen is what we know.

- Tkachev's dacha, "Putin's palace" and "dacha of the patriarch". What else?

- Patrushev's dacha, Kazantsev's dacha... We dealt only with those that are directly related to the violation of environmental legislation. Where forests are cut down, valuable ecosystems suffer. We did not set political goals, our goal is the preservation of the forest, the preservation of the sea. It all started with a campaign against Medvedev's residence, which they wanted to build on Utrish right in the center of the reserve. Civil activists have blocked this construction, and so far it has not started, we are holding it back. An ecological post has now been organized there, people constantly live and watch. They have already begun to build a road there and cut down a lot of Red Book trees. And if they start building a residence there, it will be a disaster. Because this is the most valuable part of the Bolshoy Utrish nature reserve, which was actually made a reserve, but this place was cut out for a residence. About 6-7 hectares of Pitsunda pine have already been cut down near "Putin's palace", which is not so much on the coast. And with their fence they closed one of the largest massifs of Pitsunda pine on the coast. That is, he is now inside the estate. And they can do whatever they want there, people can’t go there, not to mention control, it’s just physically impossible to get in. They are building something there, chopping something, and we know nothing about it.

- You have one more concern - Olympic construction in Sochi. Probably, in terms of the scale of violations, it overwhelmed any dachas?

The rush is growing, the deadline is approaching, they do not have time. And now they just spit on all environmental restrictions and build at random. Hundreds of hectares of forests have been cut down there. And the forests are unique for Russia. This is our pain, and we can’t do anything about it, because this is Vladimir Putin’s personal project.

- Yes, of course, it is incomparable in scale, and in general it is an ecological disaster. All our attempts to introduce this process of construction into at least some civilized channel have failed. The rush is growing, the deadline is approaching, they do not have time. And now they just spit on all environmental restrictions and build at random. But this is incomparable in terms of scale, there are no such precedents for such large-scale construction to be carried out in national park. Hundreds of hectares of forests have been cut down there. And the forests are unique for Russia. This is our pain, and we can’t do anything about it, because this is Vladimir Putin’s personal project and no one can not only stop it, but even somehow correct it.

What about besides deforestation?

- Pollution of Mzymta. Complete destruction of ecosystems. There, not only forests are cut down, but the landscape is completely transformed there. This unique valley, where there were virgin forests, pure water, and there they are now laying a combined road Adler - Krasnaya Polyana. And there the landscape has simply changed, everything is in concrete, in construction debris. An incomprehensible liquid flows out of these tunnels. Recently, Mzymta was polluted with some kind of foam, which covered the river with a thick layer for 30 kilometers, it was carried out to the sea, and it also covered the sea, several kilometers of the coast. It is clear that all the vacationers fled. Now the geological problems associated with the construction have begun. Landslides are everywhere. Somewhere they store soil, which also creeps into national park. Somewhere illegal buildings begin to collapse. There is just a large-scale catastrophe due to the fact that there was no single plan and all this is still being built without a single management. We are laying a time bomb, because the consequences will be later, in 5-10 years there will simply be a catastrophe after all these cuttings, these changes in the channel. It's hard to imagine what will happen.

“Does any of the local officials understand that all this is leading to disaster?”

- Everyone understands. But the political will is involved, and not the will of the president, but the chairman of the government. Because Medvedev says the right things. On June 28 there was a meeting of non-governmental organizations, Medvedev gave a number of instructions on Sochi. None of them have been completed so far. It is clear that the Sochi project is Vladimir Putin's project, and no one can correct it. We talked with officials of the Sochi administration. Even the mayor of the city Pakhomov understands everything. But, unfortunately, nothing depends on these people in this situation.

– Suren, you are engaged in dangerous investigations. Not scary? Were you threatened?

– Threatened, but so far I do not feel a serious danger, although the family is a little afraid. We have an example of Zhenya Chirikova, who courageously fights against a no less corrupt project, and it’s a sin for me to complain against her background.

There is a well-known scandal surrounding the publication of RBC News Agency that opposite the so-called "Putin's Palace" in the area of the village of Praskoveevka (Gelendzhik, Krasnodar Territory) they will begin to breed oysters. As the Ecological Watch found out, according to the same scheme, it is planned to cover another Black Sea VIP object from the sea - the minister's dacha Agriculture of the Russian Federation, the former governor of the Krasnodar Territory Alexander Tkachev, which is clearly evidenced by the minutes of the meeting of the interdepartmental commission dated December last year “to determine the boundaries of fish breeding areas in inland waters Russian Federation". Officials approved the proposal of CJSC Agrocomplex, a family business of Minister Tkachev, to create such a site at a distance of about half a kilometer from the coast opposite the notorious dacha.

<…>Like journalists from RBC, EcoWatch also carefully studied the protocol mentioned above and found that, in addition to the sites near the “Putin Palace”, a commission consisting of representatives of the Federal Agency for Fishery, the Department of Rosprirodnadzor for the Southern Federal District, the Black Sea Fleet of the Navy, the administration of the Krasnodar Territory and other departments approved the formation (with subsequent putting up for auction) of nine more sites along the entire Black Sea coast - from Anapa and Bolshoy Utrish to the border with Abkhazia.

The list of these sites includes “Fish-breeding site No. 10” in the area of the Golubaya Bay and the village of Bzhid, Tuapse district, the initiator of the formation of which, according to the protocol, was Agrocomplex CJSC. Agrocomplex is a family business of Minister Tkachev, a huge agricultural business empire with a wide variety of assets and activities - up to full-cycle food production and food retail (after Tkachev became Minister of Agriculture, Agrocomplex increased its assets several times).

As follows from the protocol, the proposal of "Agrocomplex" to form a fish-breeding site at the declared coordinate points on an area of 54.5 hectares was approved. The proposal was supported by the representatives of the Azovo-Chernomorsky Research Institute of Fisheries, present at the meeting of the commission.

Having plotted these points on the map, we found out that the “fish-breeding area” was “formed” 450-500 meters from the coast to the south-west of the coastal buildings of the dacha, including the marina for yachts.

For what official purposes Agrocomplex CJSC needed a piece of the sea area is still unclear, but here, in general, no explanations from the Federal Agency for Fishery are needed: it is quite clear that Agrocomplex CJSC simply took advantage of the opportunity to implement the same scheme for covering Tkachev’s dacha from the sea, which was implemented with the help of Southern Citadel LLC for the “Putin Palace”.

It is worth recalling that the area around Tkachev's dacha is a "matryoshka doll" of land plots of various categories and affiliations. The land plot owned directly by Tkachev (the smallest “matryoshka”) is surrounded by land plots registered to Tkachev’s relatives, some Strozhenko and Krivneva, as well as a beach, which is leased from Otdykh LLC, in which in 2011 the same Storozhenko and the same Krivneva appeared as founders. And the area of the state forest fund, which is illegally fenced with a capital fence, for the “damage” of which ecologists Suren Gazaryan and Yevgeny Vitishko were convicted, is leased from Agrocomplex CJSC. But, apparently, all this seemed not enough - it was necessary to create a "buffer zone" also at sea.

However, as in the case of the fish-breeding plots around the "Putin's Palace", the approval of the proposal of CJSC "Agrocomplex" does not mean that the same organization will receive the plot for use - most likely, it will go to an affiliated structure or a special one-day firm. Information about holding an auction for the right to conclude a fishery agreement for "Fish breeding site No. 10" in the Golubaya Bay area on the portal torgi.gov.ru, however, is not yet available.

“The upcoming seizure of a section of the sea is a logical continuation of the policy of creating buffer zones around the “residence” of the now federal minister Tkachev. Naturally, no one will breed any oysters and shrimp there, but there will be a reason to restrict the movement of ships in the coastal zone, not only for fishing, but also for tourists.”, - commented on the creation of a “fish-breeding site” in the area of Golubaya Bay, the deputy coordinator of EcoWatch Dmitry Shevchenko .

Today it was possible to document that "Tkachev's dacha" on Black Sea coast, near which my comrades and I were detained by the police at the end of February of this year, really belongs to the Kuban governor.

We got extract from the state real estate cadastre, from which it follows that Tkachev owns a land plot located right in the center of this protected estate on the coast.

This 999 sq. meters and a mansion located on it with an area of 388 sq. m are mentioned in Tkachev's declaration for 2011. On the public cadastral map of Rosreestr, the Tkachev site belongs to the lands of specially protected territories and objects.

On February 28, the day after our detention and arrest, the director of a certain Otdykh LLC, Petr Kotov, said: "Our Otdykh LLC rents a section of the beach - for the purpose of its arrangement and subsequent operation. There is no supposedly" Tkachev's dacha "in our territory..."

On March 1, the press service of the regional administration also denied the information that environmentalists were detained at the cottage belonging to the governor. However, it is now clear that on February 27 we were detained only 50 meters from Tkachev's mansion, which is currently being renovated (photo by Evgeny Titov).

On May 29, we again conducted a public inspection of Tkachev's dacha. It turned out that instead of the barbed wire fence that has been surrounding the estate since 2006, a new solid metal fence is being erected at an accelerated pace, along the top of which there will be bare wires. The new fence already surrounds twice as much forest as the old one.

According to the public map of Rosreestr, there are three land. Directly adjacent to the Tkachev site is the site of Sergei Storozhenko, and a little further from the sea is the site of Elena Krivneva. Citizens Storozhenko and Krivneva are co-founders of the same Otdykh LLC, on the territory of which, allegedly, "There is no Tkachev's dacha". However, most of the buildings hidden behind the fences are not located on these three small plots, but on state lands that are not assigned to specific individuals. This means that the buildings shown below were built illegally and the state did not receive a penny of rent for their placement.

Undoubtedly, saving on rent allows you to save significant personal funds that Tkachev, Storozhenko and Krivneva need to maintain the guards of the Neva private security company. Which, allegedly, guard not their personal plots and illegally seized state lands, but the recreation center of Agrocomplex CJSC.

The construction of a fence on the territory of the forest fund, which violates the right of citizens to freely stay in the forests provided for by the Forest Code of the Russian Federation, is obviously illegal. But the summer resident-governor was not limited to the construction of fences. On the lands of the state forest fund, red-listed Pitsunda pines have been illegally cut down and new mansions are also illegally erected. At the same time, the Department of Forestry of the Krasnodar Territory, in response to the appeal of the Watch, indicates that the audit did not reveal any facts of cutting down trees in this area!
Illegally, without obligatory state ecological expertise, a marina was built with two jetties for the governor's yachts. Fences were illegally built on the seashore, blocking access to the public coastal strip, provided for by the Water Code of the Russian Federation.

On June 8, Director of Greenpeace-Russia Sergey Tsyplenkov handed over to Dmitry Medvedev a letter from Environmental Watch urging the President to take measures to eliminate violations of environmental legislation related to the construction of Tkachev's dacha. Handing over the letter, Sergey said: “I will give one of the examples: this is the Tuapse district of the Krasnodar Territory, Agrocomplex. It can be seen that the interests of the governor are represented there. Maybe this explains the fact that everything is so easy for them there. By the way, the local population is sure that this is the dacha of one, I will not give a surname.”

At that time, we did not yet have a document confirming that Alexander Nikolaevich Tkachev personally owns the dacha on the Black Sea coast.
