Amendments to the Federal Aviation Rules "General rules for the air transportation of passengers, baggage, cargo and requirements for servicing passengers, consignors, consignees", approved by order of the Ministry of Transport of the Russian Federation dated June 28, 2007 No. 82, regarding the carriage of baggage

1. Subparagraphs 10 and 12 of paragraph 25 shall be stated as follows:

"10) the passenger's baggage at the conclusion of the contract air transportation a passenger providing for a free baggage allowance in excess of the free baggage allowance established by the carrier or the passenger's baggage when he concludes an air carriage agreement for a passenger that does not provide for a free baggage allowance (hereinafter referred to as excess baggage);

12) passenger baggage, the weight of one piece of which exceeds thirty kilograms (hereinafter referred to as heavy baggage).

2. Paragraph three of clause 37 shall be amended as follows: "on the terms of the passenger air carriage agreement, including the free baggage allowance in the event that the passenger concludes a passenger air carriage agreement providing for the free baggage allowance, the baggage allowance hand luggage, including the carriage of things specified in paragraph 135 of these Rules, items and things prohibited for transportation, conditions for the carriage of baggage, conditions for the carriage of goods purchased in the sterile zone of the airport.".

3. Paragraph 85 shall be stated as follows:

"85. When checking in and / or checking in baggage, the passenger is obliged to present for weighing all baggage intended for carriage as checked baggage.

Upon check-in and/or boarding, the passenger, at the request of the carrier, must present for weighing hand luggage specified in paragraph 133 of these Rules, as well as a backpack, baby cradle, pram when transporting a child, specified in paragraph 135 of these Rules.

4. In paragraph 87:

a) the first paragraph shall be stated in the following wording:

"87. When checking in baggage, a passenger is issued a part (tear-off coupon) of a numbered baggage tag, and the other part is attached to each piece of baggage accepted by the carrier for transportation in the baggage compartment of the aircraft under the carrier's responsibility for the safety of such things from the moment they are handed over by the passenger until the moment they are handed over to the passenger (hereinafter referred to as checked baggage)";

b) the fourth paragraph is recognized as invalid.

5. In the third paragraph of clause 113 the words "free baggage allowance" shall be replaced by the words "free carry-on baggage allowance".

6. The title of Chapter X shall be stated as follows:

"Transportation of luggage and hand luggage".

7. Paragraph 122 shall be stated as follows:

"122. When concluding an air carriage agreement for a passenger that provides for a free baggage allowance, the passenger of an aircraft has the right to carry his baggage within the limits established by the carrier at no additional charge (hereinafter referred to as the free baggage allowance).

The free baggage allowance is set by the carrier and provides for the number of pieces and weight of baggage per passenger of the aircraft. At the same time, the free baggage allowance established by the carrier cannot provide for less than ten kilograms per passenger of the aircraft.

8. Paragraph 123 shall be stated as follows:

"123. When a passenger concludes a contract for the air carriage of a passenger, which provides for a free baggage allowance, the carrier is obliged to accept baggage for carriage within the limits of the free baggage allowance.

In the event that a passenger concludes an agreement for the air carriage of a passenger that does not provide for a free baggage allowance, the carrier is obliged to accept for carriage the baggage paid for by the passenger at the baggage rate established by the carrier.

9. Paragraph 125 shall be stated as follows:

"125. If a passenger presented baggage for transportation with a weight and/or size and/or number of pieces less than booked and paid in advance, the difference in payment for carriage between the paid and actual weight and/or size and/or number of pieces of baggage shall be returned to the passenger.".

10. Paragraph 127 shall be stated as follows:

"127. At the request of passengers traveling together with the same purpose of travel to the same airport (point) of destination or airport (point) of stopping on the same flight (family members, persons traveling together or on a business trip), and when such passengers enter into passenger air carriage agreements that provide for a free baggage allowance, the carrier is obliged to combine the amount of free baggage allowance by weight of each of the passengers.

In the event that the passengers referred to in this clause enter into passenger air carriage agreements that do not provide for a free baggage allowance, and provided that such passengers pay for the baggage at the baggage rate established by the carrier, the carrier is obliged, at the request of the passengers, to combine the weight of the baggage provided for by the baggage rate.

The weight of one piece of combined baggage must not exceed thirty kilograms and is accepted for carriage without charging an additional fee.

If the weight of one piece of combined baggage exceeds thirty kilograms, payment for such baggage is carried out in accordance with paragraph 136 of these Rules.

Baggage is subject to check-in for each passenger individually.

11. Paragraph 133 shall be stated as follows:

"133. An aircraft passenger has the right to carry hand luggage in the cabin of the aircraft within the limits established by the carrier at no additional charge (hereinafter referred to as the free carry-on baggage allowance).

Items that do not contain substances and items prohibited for carriage in the cabin of the aircraft, the weight and dimensions of which are established by the carrier and allow them to be safely placed in the cabin of the aircraft, are accepted as cabin baggage.

The free carry-on baggage allowance established by the carrier cannot be less than five kilograms per passenger.

Hand luggage that exceeds the weight and / or dimensions of the free baggage allowance established by the carrier, is checked in by the passenger as baggage in accordance with the terms of the concluded air carriage agreement

12. Paragraph 135 shall be stated as follows:

"135. As hand luggage in excess of the allowance established by the carrier in accordance with paragraph 133 of these Rules, and without charging an additional fee, the passenger has the right to carry the following items:

a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things enclosed in a backpack, or bag, or briefcase;

bouquet of flowers;

outerwear;

baby food for the child during the flight;

suit in a suitcase;

a device for carrying a child (a baby cradle, restraint systems (devices) for children under two years of age, a baby stroller and other devices) when transporting a child, the dimensions of which are established by the rules of the carrier, and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or on the floor of the seat in front of the standing passenger seat;

medicines, special dietary needs in the amount required for the duration of the flight;

crutches, canes, walkers, rollators, a folding wheelchair used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;

goods purchased in stores duty free at the airport, packed in a sealed (sealed) plastic bag, the weight and dimensions of which are established by the carrier's rules.

13. Paragraph 136 shall be stated as follows:

"136. Transportation oversized baggage, heavy baggage, service dogs, pets and birds is paid based on its (their) actual weight, dimensions and number of pieces at the baggage rates established by the carrier, regardless of other things of the passenger carried as checked baggage, with the exception of a guide dog traveling with a visually impaired passenger, wheelchairs, crutches, canes, walkers, rollators used by a disabled passenger and other persons with disabilities, as well as a baby stroller used by a passenger, having dimensions that do not allow it (them) to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat, and transported without charging an additional fee.

When carrying excess baggage, in the event that a passenger concludes an air carriage agreement for a passenger that provides for a free baggage allowance, the difference between the established free baggage allowance and the weight of the pieces of baggage presented for transportation is paid at the baggage rates established by the carrier.

When carrying excess baggage, in the event that a passenger concludes an air carriage agreement for a passenger that does not provide for a free baggage allowance, the transportation of such baggage is paid for at the baggage rates established by the carrier.

14. Subparagraph 4 of paragraph 230 shall be stated as follows:

"4) the refusal of the passenger of the aircraft to pay for the carriage of his baggage in the amount and on the terms that are provided for by the contract for the air carriage of the passenger."

Issues related to baggage allowed for air transport are quite exciting for many. After all, the rules are constantly changing, some of them are being tightened. And for many passengers, the size of luggage on the plane is of fundamental importance. Therefore, it is worthwhile to study the issue in advance, so that later on the delivery of bags in luggage and when weighing hand luggage there are no serious problems.

Today, carriers use two systems, taken as the main ones, which allow for the final settlement of the transportation of bags and suitcases. This:

  1. Weight system
  2. By number of seats

The first option is often used on flights that depart through the CIS countries and to Asia.

An important point in the measurement system is allowable weight, i.e. one that is free of charge. The gradation of the number of kilograms directly depends on the ticket class. The following rules apply today:

  • 20 kg per passenger in economy class
  • 30 kg - in business
  • 10 kg per child up to 2 years

In the first system for calculating how much luggage you can take on board, the following principle works - a passenger can take as many bags as they like, but their weight should not exceed the allowable standard. You will have to pay for all the extra pounds.

The second system implies that the minimum free kilograms must be packed in only one bag or two, if it is provided by the class of the ticket. That is, if the suitcase is filled with 10 kg, it will already take up the allowable number of seats, and for the second suitcase or travel bag that is not related to hand luggage, even if it is filled with 5 kilograms, you still have to pay. This calculation option is used for the most part in America. Of the Russian companies, Aeroflot recently introduced a similar scheme. In such a calculation system, the bonus is the fact that there is a little more free baggage allowance:

  • For the economy - 23 kg
  • For business - 32 kg

It is important to understand here that if passengers go on a trip together, their baggage cannot be summed up. Everyone is responsible for himself. As a result, if the bottom one has an advantage, and the other one has a shortage of kilograms in a suitcase, the first one will have to pay extra for the excess.

There is also a bonus for regular customers of the airline - they are provided with benefits on membership cards and for miles in the form of providing an additional number of seats on board the aircraft, or the option of adding a kilogram to the total weight of luggage is allowed.

Luggage dimensions

Baggage dimensions, even for transportation in a special compartment of the aircraft, must be taken into account. So, it is considered standard and acceptable for transportation without any additional procedures, except for weighing, a suitcase, which in the sum of its width, length and height is 1.58 m. This measure is valid for a system that takes into account the number of seats. IN weight system such an indicator should be equal to 2.03 m.

If your luggage goes beyond the limits, for example, you are taking skis, a bicycle and other oversized items with you, they will have to be checked in at a separate counter, and in some cases you will have to pay extra. The luggage on the plane in terms of size and weight in 2018 has the same parameters, but it is worth remembering that the situation may change.

After all, the principles for determining the baggage allowed on board are determined by the carrier itself. And you should regularly look through the relevant section on the airline's website or call hotline so as not to get into trouble.

Excess baggage

Baggage, which by weight or number of seats exceeds the norms stipulated by the ticket, is called excess baggage. And in most cases you will have to pay extra for it. There are, of course, carriers that allow a small excess - a kilogram or two - without surcharge. But for the most part, for every kilogram in excess, you will have to give money. The cost of excess baggage varies from carrier to carrier. It is worth clarifying in advance how much money you will have to pay for an overabundance of things, if there is no opportunity or desire to lay out the excess.

Heavy baggage

Special attention is paid to luggage that weighs over 30-32 kg. This is called heavyweight. This includes those options that go beyond the allowable dimensions:

  • Skis and sports equipment
  • Musical instruments such as guitar or double bass
  • Appliances such as oven or refrigerator

Such goods can only be transported by agreement with the carrier - he should be notified in advance. On the day of departure, you must arrive in advance, because. the check-in of such baggage takes some additional time. At the same time, it should be understood that the air carrier may refuse to carry baggage, for example, if the baggage compartments are small or there is no more space in them.

Fragile luggage

There is a need to carry fragile luggage - glass, decor elements, paintings, etc. In this case, you will also have to draw it up separately and put an appropriate mark on the cargo. If the baggage fits the dimensions of hand luggage, the best solution would be to carry it with you into the cabin - this will ensure the integrity of things.

The issue of carrying hand luggage in 2018 does not lose its relevance. Moreover, the data on it is constantly changing. The amendments made to the law are now working. Previously, up to 10 kg of free weight was included in hand luggage, now from 5. But at the same time, air carriers independently determine how much weight they are allowed to carry on board. So, major airlines countries said they would remain at 10 for the time being, both for regular tickets and for non-refundable ones.

In general, on average, there are such options for carrying hand luggage:

  • In business class - 1 seat weighing 15 kg
  • Economy - 1 piece 10 kg

It is important to take into account the dimensions of the bag so that it fits all the restrictions. So, hand luggage should be packed in a bag 55 cm high, 40 cm wide, 20 cm thick. Some carriers, such as Aeroflot, plan to check the compliance with the dimensions using special limiting frames, which will allow you to immediately determine all the necessary parameters.

We take to the salon without registration

Hand luggage and other baggage options include the following items:

  • Costume
  • Laptop
  • Video and photo cameras
  • Mobile phone
  • Books, newspapers and magazines
  • Outerwear
  • Ladies handbag
  • Briefcase
  • Cane and crutches
  • Umbrella

You can also take with you to the salon, without making out in any way, baby food and a baby carrier.

Packing hand luggage

As hand luggage in the cabin of the aircraft are issued:

  • Glasses repair tools
  • pacemaker
  • Pharmaceutical devices that you are allowed to keep only with you
  • robot toys
  • Razors
  • Eyelash curlers
  • Oxygen cylinders for medical purposes, etc.

Carefully study the baggage allowance so that there are no troubles with their transportation. And if there is any doubt about this or that luggage space, it is better to arrive at the airport in advance in order to arrange everything correctly, pay or postpone the surplus.

The Federation Council approved a law to abolish the mandatory baggage allowance included in the cost non-refundable ticket. The changes will take effect in the fall.


What rules have been in place so far?


Art. 106. Air Code The Russian Federation provides that an aircraft passenger has the right to carry his baggage free of charge within the established norm. At the same time, “free baggage allowance, including items carried by the passenger, is established depending on the type of aircraft and may not be less than ten kilograms per passenger. The specific rules were set by the airlines.

What changes are approved by the Federation Council


The approved bill provides that “a contract for the carriage of a passenger by air, providing for a condition on the non-refund of carriage charges ... may not include a free baggage allowance.” Specific rules are set by the carrier, which "must inform aircraft passenger on the conditions of baggage and carry-on baggage. Therefore, the complete waiver of free baggage allowance will only apply to non-refundable fares.

In addition, instead of "things that are with the passenger", the concept of "hand luggage" was introduced into the code. Separately, the right of "free carriage of hand luggage within the limits established by the carrier" is stipulated.

The law will come into force after 60 days after being signed by the President and published.

What does the Ministry of Transport offer?


The Ministry of Transportation has developed its own draft amendments to the Federal Aviation Rules aimed at regulating the issues of transportation of passengers under an agreement that does not provide for a free baggage allowance. In particular, they provide:

- Minimum hand luggage weight, which airlines set for passengers, must be at least 5 kg. Carriers can change this figure upwards.

- Additionally, without presenting for weighing, the passenger will be able to carry only a handbag or a briefcase, baby food, a suit in a bag, a baby cradle when transporting a child, crutches, a folding wheelchair.

At the same time, the Ministry of Transport explained that passengers are also not prohibited from taking in hand luggage envisaged current rules paper folder, umbrella, cane, bouquet of flowers, outerwear, in-flight reading materials, cell phone, camera and camcorder. All these things can be included in the minimum hand luggage allowance of 5 kg.

These rules are currently at the stage of public discussion, as a result of which they may be amended.

What rules apply in Russian airlines


Airlines have so far interpreted the 10 kg legal norm free baggage differently.

Aeroflot

The rules (“Budget” fare) provide for free carriage of one piece of baggage up to 23 kg in the luggage compartment (two pieces on a number of long-distance destinations), as well as free carriage of hand luggage weighing up to 10 kg in the cabin. Paid baggage allowance (exceeding the number of seats with the allowance of one piece) costs 2.5–7.5 thousand rubles. (€50–200, $50–200 for foreign destinations). There are also separate surcharges for excess weight and size in the sum of three dimensions - 2.5–7.5 thousand rubles. (€100–200, $100–200).

"Victory"

Free baggage allowance of 10 kg in the luggage compartment is allowed. In the cabin, you can only carry the following items free of charge: one handbag or one briefcase (not exceeding 75 cm in the sum of three dimensions), a folder for papers, an umbrella, a cane, a bouquet of flowers, outerwear, printed materials for in-flight reading, baby food for a child during the flight, a cellular phone, a camera, a camcorder, a laptop, a suit in a bag, a baby cot when transporting a child, crutches, a stretcher or a wheelchair). Paid baggage allowance up to 10 kg in the cabin - 999–2 thousand rubles. (up to €35 for foreign destinations). Paid carriage in the luggage compartment up to 20 kg - 1.5–3 thousand rubles. (€45), up to 32 kg - 2.3 thousand rubles.

An S7 passenger who has purchased a Basic Economy ticket can take a box or bag weighing up to 10 kg and no larger than 55x40x20 cm in hand luggage free of charge, as well as skiing or a snowboard weighing up to 23 kg. Baggage is paid separately according to the fare scale, divided into 31 geographical zones. The surcharge can be up to 27.9 thousand rubles. depending on the direction, weight and number of pieces of excess baggage. The most expensive thing will be the transportation of luggage from Japan to Europe.

How is baggage abroad regulated?


In most other countries (including the US and the EU), the regulation of baggage allowances is left to the discretion of the airlines.

Lufthansa

On all intercontinental flights, economy class passengers can carry one piece of baggage weighing up to 23 kg, one piece of hand luggage weighing up to 8 kg (55x40x23 cm) free of charge. The airline's new European fares Light, Classic and Flex operate on short and medium haul flights. The cheapest fare "Light" allows you to travel with hand luggage only and does not give you the right to rebook or refund the ticket. Carriage of one piece of baggage weighing up to 23 kg is paid separately. On domestic flights it costs from €15 (when buying on the company's website) to €55 (at the boarding gate), on international flights - €25–55.

Delta Airlines

You can take one hand baggage free of charge (handbag, briefcase, camera in a case, diaper bag, laptop) and one personal item (jacket, umbrella, food or drink bought after checking in, duty-free purchases, stroller, portable child seat, wheelchair or crutches). The dimensions of hand luggage in length-thickness-width should not exceed 114 cm in total. Baggage rates vary depending on destinations. On domestic American flights, one bag up to 23 kg costs $25, the second - $35. On most international flights, the first baggage weighing up to 23 kg is free of charge, for the second, the surcharge can reach $100.
