From November 5, 2017, new rules for the carriage of baggage began to operate for all airlines of the Russian Federation. The maximum and minimum weight of baggage that the carrier can carry is now set. Plus, under the influence of sanctions and counter-sanctions, customs legislation has also changed. What do travelers need to know before collecting luggage? Let's figure it out.

Rules

The main normative act (“General Rules air transportation”), which previously determined the requirements for the activities of airlines, was notable for rather inaccurate provisions. Some air carriers set rather strict standards, while others made indulgences. But on October 5, 2017, the Federal Law On Amendments to the Main Document was prepared (on November 5 it entered into force).

The law establishes the following types of tariffs for carriers:

  1. Returnable with luggage space.
  2. Non-refundable with baggage allowance.
  3. Irrevocable without norm free baggage.

Luggage is understood as bags, boxes, suitcases, which the passenger checks in for storage in luggage space by pre-weighing at check-in.

So, the law establishes that the maximum weight of one piece of luggage is 30 kg (previously, a piece of luggage could weigh no more than 32 kg.). But this rate may vary depending on the fare at which the ticket was purchased. Let's say business class doesn't have the same restrictions as economy class.

According to the previous rules, each carrier could establish its own baggage rules. Now uniform standards have been introduced for all airlines in our country (with the exception of the Pobeda low-cost airline). In doing so, please note that provisions of the law apply only to Russian companies! Foreign organizations operate within the framework of the laws of their state.

It is allowed to divide all baggage by weight:

  • Up to 10 kg (free).

Moreover, the weight threshold at which baggage transportation is free of charge is valid for all campaigns (previously, each company independently set this rate). So the carrier is obliged to provide you with a compartment designed for 10 kg, even if your luggage weighs less. However, this is the minimum allowable weight: the air carrier itself can increase the upper limit in the tariff.

  • 10-30 kg.

In this case, the airline independently determines some of the nuances: you should first familiarize yourself with the weight of baggage allowed according to the selected flight fare. The upper limit can also be set independently (for example, 20, 22, etc., but not exceeding 30 kg).

  • More than 30 kg.

All suitcases and bags exceeding 30 kg and the established dimensions are recognized as heavy cargo. You will also have to pay extra for extra pounds, but at special rates designed for heavy loads. The price is also set by the company.

The new rules retain the right to combine things of two or more passengers into one piece of baggage (to do this, you need to put all things in one suitcase or box). It also should not be more than 30 kg.

Please note that some fares do not include baggage allowance. Such tickets are much cheaper, but in this case you can only fly with hand luggage. You can find out what options are included in a particular fare on the carrier's website (in the "Baggage Carriage" section).

There are a number of generally accepted rules regarding things carried in the luggage:

  • Suitcases, bags and boxes must be in good condition: no cracks, breakages, etc.
  • It is not advisable to carry objects and literature of any religious content in your luggage.

How much does an overage cost?

Overweight is a situation when, when weighing at the airport, it was determined that the baggage weighs more than the norm established by the carrier in the fare. In other words, overweight. In this case, the passenger pays extra for extra pounds. Or the number of luggage places is exceeded.

The price and procedure for paying extra pounds is calculated according to the flight fare. Accordingly, for a business class, the cost will be higher than for an economy class.

If at the time it was determined that the luggage weighs 28, then the extra pounds will have to be paid or left. The cost is determined by the airlines themselves.

Items of this category should not exceed the following dimensions: 2 m (total) and 30 kg. This cargo must be indicated in the preliminary application, i.e. when booking. If during the inspection it is found that the requirements for size and weight have been violated, the carrier has the right to refuse to carry such baggage.

Liquids

All liquids (which are not prohibited) stored in containers larger than 100 ml must be placed in baggage. And you need to do this, even if they are not completely filled.

Any alcohol-containing substances up to 24% are also added to baggage (regardless of the number of bottles). Alcohol containing from 24 to 70% is stored in baggage in a volume of no more than 5 liters maximum.

Medications

It is strictly forbidden to transport narcotic and psychotropic drugs. Special attention given to potent drugs:

  • Antibiotics.
  • Painkillers.
  • Sleeping pills and motion sickness pills.
  • Preparations containing a large amount of alcohol (usually in liquid form).

It is allowed to keep medical needles as hand luggage, but only if you have a relevant certificate from a doctor. It should indicate that the passenger needs injections during the flight (for example, this applies to diabetics). If there is no such document, the devices are folded into the luggage compartment.

Fruits

Fruit is allowed to be transported, but there are some nuances. If some can be transported without any fear (pears, apples, etc.), while others during transportation or transfer by loaders (grapes and other non-solid fruits) can stain your luggage and things of other passengers. Therefore, it is advisable to transport them in plastic containers and other reliable containers.

On international flights this is more difficult to do because different customs laws apply. No one knows where the passenger got these fruits, how they were grown and how dangerous they are. Changes regarding hand luggage and things with a passenger have not yet been approved. The official representative of the Ministry of Transport says that the list will still be supplemented.

But they cut it down for a reason. The experts analyzed the baggage and realized that laptops, cameras and magazines are most often carried in luggage or hand luggage. Flowers are very rare. And there can be no questions at all about outerwear: they are not considered luggage and are not forbidden to be carried on an airplane.

If there is unexpected baggage, will I not be allowed on the plane?

Let them go, of course. But for unforeseen baggage you will have to pay extra when checking in for a flight at the airline's rates.

Ticket prices won't go up, will they?

Specifically, in these changes there is no reason for the tickets to rise in price. On the contrary: companies have the opportunity to make tickets cheaper.

Tickets may rise in price for other reasons, but these particular amendments in air code nothing.

I already bought a ticket, but I'm flying out in October. By what rules will I be issued for a flight?

To put it simply: according to the old ones.

By default, you must be issued for a flight according to the rules that were in effect when you bought the ticket. Formally, the airline may include some tricky condition to change the conditions of carriage, but it is likely to be illegal. Just in case, check with the carrier.

Do the new rules apply to all flights? Even for foreign airlines?

The rules apply only to those airlines that operate under Russian law. Foreign carriers or codeshare flights may have different rules.

How to buy a plane ticket so as not to overpay?

If you are flying without baggage, after September 29, choose baggage-free non-refundable tickets. How much they will be cheaper, no one knows yet. The carriers will decide.

If you are flying with luggage, carefully read the conditions on the website where you buy the ticket. The seller is obliged to clearly write the conditions for baggage.

Properly distribute things between baggage, hand luggage and things with you. While it is more profitable to carry a laptop and a camera separately from a backpack or suitcase. The main thing that should not be forgotten is that any objects that pose a danger to others, their imitators and models (these are radioactive, poisonous substances, weapons, piercing, cutting and explosive objects) are strictly prohibited in the passenger’s hand luggage.

Due to the increased terrorist attacks, requirements have been tightened and restrictions on liquids have been introduced, even on toilet and cosmetic products (curiously, shaving foam and toothpaste are also classified as liquids). The maximum volume of liquid in any container must not exceed 100 milliliters, and the total amount of liquid per person in hand luggage cannot exceed one liter. In addition, all liquids must be placed in one resealable transparent bag.

And the rest of the liquids exceeding this volume will have to be packed in checked baggage, they will be accepted there without any problems. Baby food, medicines that may be needed during the flight can be packed in a transparent non-sealed bag.

In addition to the free baggage allowance, you can carry alcohol, cigarettes and perfumes purchased at Duty Free, clothing, flowers, canes, umbrellas, a folded pram, a cradle, a book, a laptop (they are not presented when weighing).

CHECKED BAGGAGE. We figured out the hand luggage, now we will pack the checked luggage. Checked baggage allowances are established by only two systems:

Restriction (norms) on the number of seats and weight
- restriction (norms) by weight

In most cases, there are norms for the number of seats. What does it mean? The passenger has the right to carry free of charge:
in business class - two seats weighing no more than 32 kilograms each
in economy class - one seat, no more than 23 kilograms each

Some companies, in order to attract customers, allow an additional number of pieces of free baggage allowance. For example, on Czech airlines, holders of Gold, Elite Plus cards are entitled to free transportation of one additional piece of baggage, but weighing no more than 23 kilograms.

What should be kept in mind when packing things? The rules for carrying luggage on an airplane state that the weight of the luggage cannot be summed up! If one suitcase is heavier than the norm, and the other is lighter than the permissible norm, but in total they do not exceed the permissible norm, then you still have to pay extra for the excess of the first suitcase. The weight of a suitcase or bag is taken into account when weighing them.

Remember! During transportation, the weight of the luggage is not cumulative.
Weight restriction (weight baggage allowance) means that the passenger has the right to carry any number of bags free of charge, but they total weight must have been equal to or less than the norm for a given route and class of service norm. The current weight allowance for a particular route must be found on the ticket or in the fare rules on the airline's website. For example, for Air Astana, the total weight of baggage and hand luggage is not more than thirty kilograms for business class and twenty kilograms for economy class passengers.

What is the size limit for free baggage allowance? According to safety requirements, the maximum size of one piece of packed baggage is established by the sum of three dimensions (length, width, height). As a rule, this is 158 cm. There are also exceptions here - for Utair.ru and S7 Airlines, in terms of dimensions, one piece of packed baggage should not exceed 203 centimeters and weigh 32 kilograms at the comfort class fare.
