Decree of the Government of the Russian Federation of February 14, 2009 No. 112
"On approval of the Rules for the carriage of passengers and baggage by road and urban ground electric transport"

In accordance with Article 3 of the Federal Law "Charter of Road Transport and Urban Surface Electric Transport", the Government Russian Federation decides:

1. Approve the attached Rules for the carriage of passengers and baggage by car and urban ground electric transport.

2. Recognize as invalid:


Charter of motor transport of the RSFSR, approved by the Decree of the Council of Ministers of the RSFSR of January 8, 1969 No. 12 (SP RSFSR, 1969, No. 2 and 3, art. 8);

Decree of the Council of Ministers of the RSFSR of November 28, 1969 No. 648 "On changing and invalidating the decisions of the Government of the RSFSR in connection with the reorganization of the Ministry of Motor Transport and Highways of the RSFSR" (SP RSFSR, 1969, No. 26, Art. 141);

paragraph 5 of the amendments and additions that are made to the resolutions of the Government of the Russian Federation on issues of railway transport, approved by the Decree of the Government of the Russian Federation of August 8, 2003 No. 476 (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2003, No. 33, Art. 3270).

3. In the Regulations on the implementation of cash settlements and (or) settlements using payment cards without the use of cash registers, approved by Decree of the Government of the Russian Federation dated May 6, 2008 No. 359 "On the procedure for making cash settlements and (or) settlements using payment cards without the use of cash registers" (Collected Legislation of the Russian Federation, 2008, No. 19, Article 2191):

a) in the first paragraph of clause 3 the words "clauses 5 and 6" shall be replaced by the words "clauses 5-6";

b) add paragraph 5.1 as follows:

"5.1. Documents used in the provision of services for the carriage of passengers and baggage by road and urban ground electric transport must contain the details established by the Rules for the carriage of passengers and baggage by road and urban ground electric transport.";


Rules for the carriage of passengers and baggage by road and urban ground electric transport


I. General provisions

1. These Rules establish the procedure for organizing various types of transportation of passengers and baggage provided for by the Federal Law "Charter of Road Transport and Urban Surface Electric Transport", including requirements for carriers, charterers and owners of facilities transport infrastructure, the conditions of such transportation, as well as the conditions for the provision of vehicles for such transportation.

2. The terms used in these Rules mean the following:

"bus station"- a transport infrastructure facility, which includes a complex of buildings and structures located on a specially designated area intended to provide services to passengers and carriers in the course of regular transportation of passengers and baggage;


"luggage car"- a vehicle carrying baggage separately from passengers;

"commercial act"- a document certifying the shortage, damage or damage to luggage;

"conductor"- an official who sells tickets in a vehicle;

"passenger taxi"- a vehicle of category "M1" used for the carriage of passengers and luggage in accordance with a public charter agreement;

"taximeter"- equipment designed to calculate the cost of transporting passengers and luggage by passenger taxi based on the established tariffs per unit of mileage and (or) unit of time for using the vehicle;


"vehicle category" M1 "- a vehicle that is used for the carriage of passengers and has, in addition to the driver's seat, no more than 8 seats;

"vehicle category" M2 "- a vehicle used for the carriage of passengers, in addition to the driver's seat, has more than 8 seats and a maximum mass of which does not exceed 5 tons;

"vehicle category" M3 "- a vehicle that is used for the carriage of passengers, has more than 8 seats in addition to the driver's seat and the maximum mass of which exceeds 5 tons.

II. Regular transportation

3. Regular transportation of passengers and baggage is carried out according to schedules.

4. The schedule of regular transportation of passengers and luggage (hereinafter - the schedule) is drawn up for each stopping point of the regular transportation route, which provides for a mandatory stop vehicle.

5. The schedule contains intervals for the departure of vehicles, including by periods of time of the day, or a time schedule for the departure of vehicles from a stopping point.

6. The timetable for intercity transportation, in addition to the information specified in paragraph 5 of these Rules, contains timeline the arrival of vehicles at the stopping point.

7. The timetable is posted at all stopping points of the regular transportation route, where the mandatory stop of the vehicle is provided.

8. If the need for regular transportation of passengers and luggage depends significantly on the time of year or days of the week, the schedule may be drawn up for the summer and autumn-winter periods of the year and (or) separately for working days, weekends and holidays.

9. Changes made to the schedule are brought to the attention of the public no later than 10 days before the start of regular transportation of passengers and baggage according to the modified schedule.

10. The schedules indicate local time.

11. Stopping of vehicles for embarkation (disembarkation) of passengers is carried out at all stopping points of the regular transportation route, with the exception of stopping points at which the embarkation (disembarkation) of passengers is carried out at their request.

12. Stopping of vehicles for boarding (disembarking) passengers at their request is carried out if:

a) the passenger in the vehicle will notify the conductor or the driver in advance of the need to stop the vehicle at the appropriate stopping point;

b) there are people at the stopping point waiting for the arrival of the vehicle.

13. The driver or the conductor is obliged to warn the passengers in the vehicle in advance about the stopping points at which passengers are boarded (disembarked) at their request.

14. Stopping points are equipped with signs that determine the place where the vehicle stops for boarding (disembarking) passengers.

15. Signs (with the exception of signs at stopping points located on the territory of bus stations) contain the following information:

a) the symbol of the vehicle (bus, trolleybus, tram) used for the regular transportation of passengers and luggage;

b) the name of the stopping point;

c) numbers of regular transportation routes, which include a stopping point;

d) the name of the final stopping point of each regular transportation route;

e) the timetable for all regular transportation routes, which include a stopping point, with the exception of stopping points, in which boarding (disembarking) of passengers is carried out at their request;

f) the inscription "On demand" at the stopping points where boarding (disembarking) of passengers is carried out at their request;

g) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage.

16. In addition to the information provided for in paragraph 15 of these Rules, signs may contain other information related to the regular transportation of passengers and baggage.

17. The final stopping points of regular transportation routes, at which vehicles arrive and which do not coincide with the points of departure, are equipped with “No Landing” signs.

18. Stopping points from which more than 100 passengers depart per day, with the exception of stopping points located on the territory of bus stations, are equipped with protective equipment from atmospheric precipitation, if this is allowed land adjacent to the stopping point.

19. A stopping point is located on the territory of the bus station if, according to the general schedule for all regular transportation routes that include this stopping point, the maximum departure interval for vehicles on one or more regular transportation routes exceeds 2 hours, and the total number of passengers departing from the stopping point along these routes is more than 1000 people per day.

20. The equipment of bus stations must comply with the requirements established by the Ministry of Transport of the Russian Federation.

21. A passenger has the right to free use of the waiting rooms and toilets located at the bus station if he has a ticket that has not expired and which provides the right to travel on the regular route from this bus station.

22. The mode of operation of the bus station must comply with the schedule of arrival and departure of vehicles. On the front side of the main building of the bus station with non-round-the-clock operation, there should be a general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, or an information terminal for issuing information about the arrival and departure of vehicles.

23. The following information should be placed in the main building of the bus station:

a) a general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station;

b) the scheme of location and numbering of seats in vehicles of those brands that depart from this bus station;

c) schedule of regular transportation routes;

d) rules for using the services of the bus station.

24. The general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, is posted in the ticket office or waiting room, as well as at the entrance to the main building of the bus station. The specified schedule must contain information about the arrival and departure of vehicles for each route of regular transportation, including days of the week and time (in hours and minutes):

a) the arrival of the vehicle at the bus station;

b) departure of the vehicle from the bus station;

c) the arrival of the vehicle at the final point of the regular transportation route.

25. The scheme of location and numbering of seats in vehicles of those brands that depart from this bus station is posted in the ticket office of the bus station or directly at the cash desks from the outside. This scheme indicates the location and numbering of seats.

26. The scheme of routes of regular transportation is a conditional graphic image, which indicates the route of the vehicle from the bus station to the final points of the routes of regular transportation. The specified scheme is hung out in the waiting room or the ticket office of the bus station. The following information is applied to the diagram with symbols:

A) settlements, in which stopping points of regular transportation routes are located;

b) numbers of regular transportation routes passing through the settlements indicated on the diagram.

27. The rules for using the services of the bus station are posted in the ticket office, waiting room and other places at the discretion of the owner of the bus station.

28. In the main building of the bus station, there are signs for the location of the main services, including the waiting room, mother and child rooms, food points, medical assistance, storage lockers, toilets, as well as places for waiting for the arrival and departure of vehicles on platforms and landing sites.

29. Vehicles used for regular transportation of passengers and luggage shall be equipped with regular transportation route indicators, which are located:

30. On the indicator of the route of regular transportation, placed above the windshield of the vehicle and (or) in the upper part of the windshield, the names of the initial and final stopping points and the number of the route of regular transportation are affixed.

31. The height of the regular transportation route indicator placed on the windshield should not exceed 140 mm, and the height of the regular transportation route indicator placed on the windshield of vehicles of category "M3" - the minimum distance between the upper edge of the windshield and the upper boundary of the zone of its cleaning with a windshield wiper.

32. On the indicator of the route of regular transportation, placed on the right side of the body along the direction of the vehicle, the number of the route of regular transportation, as well as the names of the initial, final and main intermediate stopping points, are affixed.

33. On the indicator of the route of regular transportation, placed on the rear window of the vehicle, the number of the route of regular transportation is affixed.

34. It is allowed to use an information electronic board as an indicator of the route of regular transportation.

35. In a vehicle with 2 or more doors through which passengers enter, with the exception of vehicles of category "M2", a sign with the inscription "Entrance" is fixed above each door from the outside or the inscription "Entrance" is applied.

36. Above the windshield and (or) on the right side of the body along the direction of the vehicle, the full or short name of the carrier is indicated.

37. Inside the vehicle used for regular transportation of passengers and luggage, the following information is placed:

a) the name, address and telephone number of the carrier, the name of the driver, and if there is a conductor, also the name of the conductor;

b) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage;

c) seat numbers, except when the vehicle is used for regular transportation on tickets that do not indicate the seat number;

d) the cost of travel hand luggage and transportation of luggage;

e) seat indicators for passengers with children and disabled people, except when the vehicle is used for regular transportation on tickets, which indicate the seat number;

e) indicators of the locations of fire extinguishers;

g) indicators of the locations of the vehicle stop buttons;

h) pointers emergency exits and rules for using such exits;

i) rules for using the vehicle or an extract from such rules.

38. In a vehicle with 2 or more doors through which passengers exit, with the exception of vehicles of category "M2", a sign with the inscription "Exit" is fixed above each door on the inside or the inscription "Exit" is applied.

39. Instead of the signs provided for in subparagraphs "e" - "h" of paragraph 37 of these Rules, the use of appropriate symbolic images (pictograms) is allowed.

40. In addition to the information specified in paragraph 37 of these Rules, other information related to the regular transportation of passengers and luggage may be placed inside the vehicle.

41. In order to conduct an inspection of compliance with the requirements for registration and equipment of vehicles provided for in paragraphs 37 and 38 of these Rules, the carrier is obliged to allow officials of the federal executive bodies authorized to carry out such an inspection into the vehicle.

42. The passage of passengers on regular transportation routes is carried out by tickets.

43. The ticket must contain mandatory details. Forms and mandatory details of tickets are presented in Appendix No. 1. Additional details are allowed on the ticket.

44. If tariffs are applied on the regular transportation route that take into account different levels of service in the vehicle (the presence of an air conditioner, a video recorder, a toilet, luggage racks, sun shades, individual lighting and ventilation, food, newspapers, magazines, modern design and comfortable seating, etc.), the carrier has the right to indicate on the ticket the details that determine the class of service. In this case, the carrier informs the passengers about the class of service in advance.

45. In the case of using tickets in which all or part of the details are indicated in electronic form, the carrier, when a passenger contacts him, is obliged to provide him with information about all the details of the ticket indicated in electronic form, including the expiration date of the ticket and the remaining number of trips.

46. ​​In the case of using tickets that are recognized as valid if there is a cancellation mark, the inscription "Without a cancellation mark is invalid" is placed on them.

47. If, in accordance with the legislation of the Russian Federation, personal data on passengers are subject to transfer to automated centralized databases of personal data on passengers, regular transportation carried out using personalized tickets.

48. The ticket must contain explanations for details containing abbreviations, codes or symbols. If there is not enough space on the ticket, these explanations must be brought to the attention of passengers in any accessible form.

49. Sale of tickets for travel in urban and suburban communications is carried out:

a) in vehicles (conductors or drivers);

b) at specialized points and other places where tickets are sold outside vehicles.

50. Sale of tickets for intercity travel is carried out at the box office of bus stations or other points of sale of tickets, and in the absence of such points - by drivers or conductors directly when passengers board the vehicle before its departure from the stopping point.

51. Sale of tickets for travel in intercity traffic begins at least 10 days and ends 5 minutes before the departure of the vehicle.

52. The sale of a ticket may be refused if the capacity provided for by the design of the vehicle is exceeded, or transportation is carried out only with the provision of a seat in the absence of free seats. Control over compliance with capacity standards and the availability of seats is carried out by the conductor, and in the absence of a conductor - by the driver.

53. In case of termination of the trip in the provided vehicle due to its malfunction, accident or other reasons, passengers have the right to use the purchased ticket to travel in another vehicle specified by the carrier. The transfer of passengers to another vehicle is organized by the conductor or driver of the vehicle for which tickets were purchased.

54. It is allowed to carry items as part of hand luggage, regardless of the type of packaging.

55. Ensuring the integrity and safety of hand luggage is the responsibility of the passenger. It is prohibited to place hand luggage in the places intended for sitting, in the aisle between the seats, near the entrance or exit from the vehicle, including the emergency one.

56. Carry-on and baggage allowances, including free baggage, are established by the carrier, taking into account the requirements provided for in Article 22 of the Federal Law "Charter of Motor Transport and Urban Surface Electric Transport".

57. Carriage of hand luggage, the quantity or size of which exceeds the established norm free transportation, carried out in the presence of a receipt for the carriage of hand luggage.

58. The receipt for the carriage of hand luggage must contain the required details, which are presented in Appendix No. 2. Additional details may be placed on the receipt, taking into account special conditions carrying out regular transportation of passengers and luggage.

59. Luggage handed over to the carrier shall be transported in the luggage compartment of the vehicle carrying the passenger, or separately from the passenger by a luggage car.

60. Loading and unloading of luggage carried in the luggage compartments of vehicles is carried out by the passenger.

61. Baggage is accepted for transportation without opening the container or packaging.

62. Fetid and dangerous (flammable, explosive, toxic, corrosive and other) substances, cold steel and firearms without covers and packaging, as well as things (objects) that pollute vehicles or passengers' clothes are not allowed for carriage as baggage and transportation as part of hand luggage. It is allowed to carry animals and birds as hand luggage in cages with a solid bottom (baskets, boxes, containers, etc.), if the dimensions of these cages (baskets, boxes, containers, etc.) meet the requirements provided for in paragraph 56 of these Rules.

63. Tare and packaging must ensure the integrity and safety of baggage during the entire period of transportation.

64. Transportation of foodstuffs, including perishable products, in luggage compartments of vehicles and luggage cars without maintaining the temperature regime is carried out under the responsibility of the sender without declaring the value of this luggage.

65. Delivery of baggage to the carrier is issued by a baggage receipt.

66. The baggage receipt must contain the required details. Forms and mandatory details of baggage receipts are presented in Appendix No. 3. Additional details may be placed on the baggage receipt, taking into account the special conditions for the regular transportation of passengers and baggage.

67. A baggage tag is attached to each piece of baggage, a copy of which is issued to the passenger.

68. When checking in baggage with declared value for carriage, the declared value of the baggage, as well as the amount of the additional fee for accepting baggage with declared value for carriage, shall be indicated in the baggage receipt.

69. When checking in several pieces of baggage for transportation, the passenger has the right to indicate in the baggage receipt the declared value of each piece or the total amount of the declared value of all pieces.

70. Baggage is issued to the person who has presented the baggage receipt and the baggage tag. In case of loss of the baggage receipt or baggage tag, baggage may be issued to a person who proves his right to it by indicating in writing the exact characteristics of the items included in the baggage.

71. At the request of the passenger, baggage may be issued to him along the route, if the time of the vehicle’s parking at the stopping point where the passenger wishes to receive his baggage, and the conditions for loading the luggage compartment of the vehicle allow this to be done. At the same time, the passenger is obliged to warn the driver in advance of the desire to receive luggage along the route. In the case of issuing baggage to the passenger on the way, money for the untraveled distance is not returned.

72. Acceptance of baggage for transportation by a luggage car is made upon presentation of a ticket.

73. Baggage checked in for carriage by a baggage car must not impede loading and placement in the baggage car, or cause damage to the baggage of other passengers.

74. Baggage, the packaging of which has flaws that do not cause fear of loss or damage, may be accepted for carriage by a luggage car, indicating these flaws in the transportation documents.

75. Luggage delivered by a luggage car is issued at the point of destination no later than the day the passenger arrives at this point in accordance with the contract for the carriage of the passenger.

76. For the storage of baggage not claimed at its destination for more than a day from the date of its delivery by a luggage car (incomplete days are considered full), a fee is charged in the amount established by the carrier. If the luggage has arrived at the destination before the passenger, the fee for the storage of such baggage from the date of its delivery until the day following the day of arrival of the passenger is not charged.

77. If loss, shortage of pieces or damage (spoilage) of baggage is detected, the carrier, at the request of the person who presented the baggage receipt and baggage tag, draws up a commercial act in 2 copies, one of which is handed over to the specified person for filing a claim with the carrier.

78. If the baggage, for the loss or shortage of which the carrier paid the appropriate compensation, is subsequently found, this baggage is returned to the bearer of the commercial act, subject to the return of the money previously paid to him for the loss or shortage of this baggage.

79. Refunds for travel, baggage transportation and hand luggage are made at the ticket sales point where the passenger purchased the ticket, as well as at other ticket sales points indicated by the carrier.

80. Money is issued to the passenger against his receipt in the statements for the acceptance of tickets, baggage receipts and receipts for the carriage of hand luggage, which indicate the date and number of the route of regular transportation, the number and cost of the ticket, baggage receipt and receipt for the carriage of hand luggage.

81. The redemption of a ticket, a baggage receipt and a receipt for the carriage of hand luggage is confirmed by the signature of the cashier of the ticket sales point.

82. The availability of tickets, baggage receipts and receipts for the carriage of hand luggage by passengers is controlled by officials, authorized carriers, as well as other persons who are entrusted with such control in accordance with federal laws or laws of the constituent entities of the Russian Federation (hereinafter referred to as the controller).

83. A person without a ticket is:

a) found during a check in a vehicle without a ticket;

b) presenting a ticket without a mark of cancellation, if cancellation of the ticket is mandatory;

c) presenting a fake ticket;

d) presenting a ticket, the validity of which has expired or in which the surname and number of the identity document are indicated, which do not correspond to the surname and number indicated in the identity document presented by this person;

e) presenting a previously used ticket;

f) presenting a ticket intended for a person who has been granted an advantage in paying for the fare, and who does not have a document confirming the right to provide the said advantage.

84. A person who is a stowaway pays for travel from the point of landing to the point of destination in the manner prescribed by the carrier. If the said person declares a desire to leave the vehicle, the fare to the point where such person leaves the vehicle is subject to payment. If it is not possible to determine the point of departure, the fare is calculated from the starting point of departure of the vehicle.

85. A ticket intended for a person who has been granted an advantage in paying for travel, if a document confirming the right to this advantage is not provided, is withdrawn. Withdrawal of a ticket is documented by an act, the first copy of which is handed over to the person who presented the said ticket.

86. In the case of transportation of children traveling with a passenger, controllers have the right to require such a passenger to present documents confirming the age of the child (birth certificate or passport of the parents with a record of the birth of the child).

87. If baggage or hand luggage is found in the vehicle, the carriage or carriage of which is subject to payment and for which a baggage receipt or a receipt for the carriage of hand luggage is not issued, the owner of this baggage or this hand luggage is obliged to pay for their transportation from the point of embarkation to the point of destination in the manner established by the carrier. If the owner of the said baggage or the said carry-on baggage declares a desire to leave the vehicle, the carriage of the baggage or the carriage of hand baggage to the point where this owner leaves the vehicle is subject to payment. If it is not possible to determine the pick-up point, the cost of carriage of baggage or carry-on baggage is calculated from the starting point of departure of the vehicle.

88. Payment of the cost of travel, carriage of baggage and carriage of hand luggage, provided for in paragraphs 84 and 87 of these Rules, does not exempt from paying fines for traveling without a ticket, carriage of baggage without payment and carriage of hand luggage in excess of the established free baggage allowance established by the Code of the Russian Federation on Administrative Offenses and the laws of the constituent entities of the Russian Federation.

III. Transportation of passengers and luggage on request

89. Transportation of passengers and baggage on request is carried out by a vehicle provided on the basis of a charter agreement, the terms of which are determined by agreement of the parties in accordance with Article 27 of the Federal Law "Charter of Motor Transport and Urban Surface Electric Transport".

90. The charter agreement may provide for the use of vehicles for the transportation of a certain circle of persons or an indefinite number of persons.

91. A charter agreement providing for the use of vehicles for the transportation of a certain circle of persons establishes the procedure for allowing these persons to board the vehicle in accordance with paragraph 92 of these Rules.

92. Boarding of persons specified in the charter agreement in a vehicle provided for the charter transportation of passengers and luggage is carried out upon presentation by the said persons to the charterer of documents (service certificate, excursion voucher, etc.) certifying their right to travel in this vehicle, and (or) in accordance with the list of passengers submitted to the charterer by the charterer.

93. A charter agreement may be concluded in the form of an order for the provision of a vehicle for the carriage of passengers and baggage, drawn up by the charterer. The specified work order must contain the mandatory details that are presented in Appendix No. 4. The order-work order for the provision of a vehicle for the carriage of passengers and luggage may contain additional details that take into account the special conditions for the carriage of passengers and luggage on orders.

94. A charter agreement or a copy thereof, as well as an order for the provision of a vehicle for the carriage of passengers and luggage, if the charter agreement is concluded in the form of the specified order, are with the driver from the beginning to the end of the carriage of passengers and luggage on order and are presented without fail at the request of officials of federal executive bodies authorized to exercise control over the availability of such documents from drivers.

95. A vehicle provided for the carriage of passengers and luggage by order is issued with signs with the inscription "Custom" placed:

a) above the windshield of the vehicle and (or) in the upper part of the windshield;

b) on the right side of the body in the direction of the vehicle;

c) on the rear window of the vehicle.

96. The height of the plate placed on the windshield should not exceed 140 mm, and the height of the plate placed on the windshield of vehicles of category "M3" - the minimum distance between the upper edge of the windshield and the upper boundary of the zone of its cleaning with a windshield wiper.

97. Above the windshield and (or) on the right side of the body in the direction of the vehicle, the short name of the charterer is indicated.

98. If the charter agreement provides for the use of vehicles for the transportation of an indefinite number of persons, a route indicator is installed on the right side of the body along the direction of the vehicle, on which the names of the initial and final, as well as intermediate stopping points of the route (if any) are affixed.

99. Points of embarkation (disembarkation) of passengers used in the carriage of an indefinite number of persons are equipped with signs, which contain the following information:

a) a symbolic image of a vehicle (bus, trolley bus and tram) used to transport passengers and luggage on request;

b) the names of the final and intermediate points of embarkation (disembarkation) of passengers;

c) the time of the beginning and end of the movement of vehicles along the route;

d) timetable (for the transportation of passengers and baggage carried out according to the schedule);

e) the name, address and contact numbers of the body responsible for control over the carriage of passengers and baggage.

100. Passenger embarkation (disembarkation) points used for transportation of an indefinite number of persons may be combined with stopping points of regular transportation routes.

101. In addition to the information specified in paragraph 99 of these Rules, other information related to the carriage of passengers and baggage on orders may be placed on the signs of the points of embarkation (disembarkation) of passengers used in the carriage of an indefinite number of persons.

IV. Transportation of passengers and luggage by passenger taxi

102. Transportation of passengers and luggage by passenger taxi is carried out on the basis of a public charter agreement concluded by the charterer directly with the driver of the passenger taxi or by accepting the charterer's order for execution by the charterer.

103. The charterer's order is accepted using any means of communication, as well as at the location of the charterer or his representative.

104. The charterer is obliged to register the charterer's order accepted for execution in the registration log by entering the following information into it:

a) order number;

b) date of acceptance of the order;

c) date of completion of the order;

d) the place of delivery of a passenger taxi;

e) the brand of a passenger taxi, if the charter agreement provides for the charterer to choose a brand of a passenger taxi;

f) the planned time for the delivery of a passenger taxi.

105. In addition to the information specified in paragraph 104 of these Rules, the registration log may include other information related to the transportation of passengers and luggage by passenger taxis.

106. The number of the order accepted for execution is communicated to the charterer.

107. Upon the arrival of a passenger taxi to the place of its delivery, the charterer informs the charterer of the location, state registration plate, make and color of the body of the passenger taxi, as well as the last name, first name and patronymic of the driver and the actual time of delivery of the passenger taxi.

108. A passenger taxi, when traveling to a place of permanent parking after the end of the working day, can be provided for transportation only to a destination located near the place of permanent parking.

109. The route for the carriage of passengers and luggage by a passenger taxi is determined by the charterer. If the specified route is not defined, the taxi driver is obliged to carry out transportation along the shortest route.

110. The fee for using a passenger taxi provided for the carriage of passengers and luggage is determined regardless of the actual mileage of a passenger taxi and the actual time of using it (in the form of a fixed fee) or on the basis of established tariffs, based on the actual distance of transportation and (or) the actual time of using a passenger taxi, determined in accordance with the indications of a taximeter, which in this case is equipped with a passenger taxi.

111. The charterer issues to the charterer a cash receipt or a receipt in the form of a strict accountability form confirming payment for the use of a passenger taxi. The specified receipt must contain the required details, which are presented in Appendix No. 5. The receipt for payment for the use of a passenger taxi may contain additional details that take into account the special conditions for the carriage of passengers and luggage by passenger taxis.

112. In a passenger taxi, it is allowed to carry as hand luggage things that freely pass through doorways, do not pollute or spoil the seats, do not interfere with the driver to drive a passenger taxi and use rear-view mirrors.

113. Luggage is transported in the luggage compartment of a passenger taxi. Baggage dimensions must allow it to be carried with the luggage compartment lid closed.

114. It is prohibited to transport smelly and dangerous (flammable, explosive, toxic, corrosive, etc.) substances, cold steel and firearms without covers and packaging, things (objects) that pollute vehicles or passengers' clothes in passenger taxis. It is allowed to carry muzzled dogs in passenger taxis with leashes and bedding, small animals and birds in cages with a blank bottom (baskets, boxes, containers, etc.), if this does not prevent the driver from driving a passenger taxi and using rear-view mirrors.

115. A passenger taxi is equipped with an orange identification lamp, which is installed on the roof of the vehicle and turns on when the passenger taxi is ready to carry passengers and luggage.

116. A color scheme is applied to the body of a passenger taxi, which is a composition of squares of a contrasting color arranged in a checkerboard pattern.

117. The following information is placed on the front panel of a passenger taxi to the right of the driver:

a) full or short name of the charterer;

b) terms of payment for the use of a passenger taxi;

V) business card driver with photo;

d) the name, address and contact numbers of the body responsible for control over the carriage of passengers and baggage.

118. In a passenger taxi, there must be rules for using the corresponding vehicle, which are provided to the charterer at his request.

119. A passenger taxi going to a permanent parking place is equipped with a sign with the inscription "To the park", which is placed at the top of the windshield. The height of this plate must not exceed 140 mm.

120. In order to verify compliance with the requirements for registration and equipment of passenger taxis, provided for in paragraphs 110, 117 and 118 of these Rules, the charterer is obliged to allow officials of the federal executive bodies authorized to carry out such verification into the passenger taxi.

121. Parking of passenger taxis is equipped with an information plate containing the following information:

a) the inscription "Taxi rank";

b) operating hours of the taxi rank;

c) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage.

V. Forgotten and found things

122. Persons who have found forgotten things in a vehicle or on the territory of the bus station are obliged to inform the conductor (driver) or an authorized official of the bus station about this.

123. The conductor (driver) or an authorized official of the bus station, who received a message about the discovery of forgotten things, organize a check for the absence of objects in these things that threaten the life and health of passengers, road transport workers and urban ground electric transport.

124. If the check does not establish the existence of forgotten things objects that threaten the life and health of passengers, workers of road transport and urban ground electric transport, the conductor (driver) or an authorized official of the bus station who organized such an inspection, draw up an act of a general form with detailed description appearance found things and the circumstances of their discovery. A copy of the act is issued to the person who discovered the forgotten things.

125. The conductor (driver) transfers the things forgotten and found in the vehicle together with the act against receipt for storage to the authorized official of the bus station, which is located at the final point of the regular transportation route, or to the authorized official of the carrier or freighter.

126. Found and unclaimed things after the expiration of the deadline set by the owner of the bus station, the carrier or the charterer are subject to sale in the manner prescribed by Part 10 of Article 22 of the Federal Law "Charter of Motor Transport and Urban Surface Electric Transport".

127. If, at the end of a trip in intercity traffic, a passenger arriving at an intermediate stop on a regular transportation route finds that he has forgotten things in the vehicle, this passenger has the right to contact the duty officer of any bus station where this vehicle stops. At the written request of the passenger, the bus station duty officer is obliged to immediately send a telegram, fax, e-mail or telephone message to the nearest bus station on the route of the vehicle, indicating in them the place occupied by the passenger, a description of the forgotten things and the requirement to send them to the location of the passenger. In such cases, all costs associated with the return of things (sending a telegram, fax or telephone message, packaging, transportation, etc.) are made at the expense of their owner.

128. A person who has demanded the release of found items must prove his right to them by indicating in writing the exact characteristics of the items.

129. Upon receipt of things, the person who requested their issuance must pay for the services provided to him by the bus station, the carrier or charterer that issued the found things, and also issue a receipt for receiving the things, indicating in it his permanent place of residence and the number of his identity document.

VI. The procedure for filing claims and drawing up acts

130. The circumstances that are the basis for the liability of carriers, charterers, charterers and passengers in the carriage of passengers and baggage or the provision of vehicles for the carriage of passengers and baggage are certified by commercial acts and acts of a general form.

131. A commercial act is drawn up when the following circumstances are revealed:

a) non-compliance of the name and number of pieces of baggage with the data specified in the baggage receipt;

b) damage (spoilage) of baggage;

c) absence of baggage indicated in the baggage receipt;

d) discovery of unclaimed baggage.

132. A commercial act is drawn up by the carrier on the day when circumstances are discovered that are subject to execution by an act. If the commercial act cannot be drawn up within the specified period, it must be drawn up within the next day.

133. The commercial act is drawn up in 2 copies and filled out without blots and any corrections.

134. A commercial act must contain the following information:

a) a description of the condition of the baggage and the circumstances under which it was found to be unsafe;

b) data on whether the luggage was loaded, stowed and secured correctly;

c) a description of the violation of the requirements for loading, stowage or securing baggage.

135. The commercial act is signed by the carrier, as well as by the passenger, if he participates in the baggage check. At the request of the passenger, the carrier is obliged to issue a commercial act within 3 days. If the carrier refuses to draw up a commercial act or if a commercial act is drawn up in violation of the established requirements, the passenger submits to the carrier a statement about such violations in writing. The carrier is obliged to give the passenger a reasoned response to the application within 3 days. If the validity of the application is confirmed, the passenger will not be charged for storing luggage during the time spent on drawing up a commercial act.

136. If other circumstances not provided for in paragraph 131 of these Rules are revealed, acts of a general form are drawn up.

137. Claims arising in connection with the carriage of passengers and baggage or the provision of vehicles for the carriage of passengers and baggage are presented to carriers or charterers at their location.

138. The following documents are attached to the claim, confirming the applicant's right to file a claim, or their duly certified copies:

a) a commercial act - in case of damage, shortage or damage to the baggage accepted for transportation;

b) an act of a general form - in case of delay in the delivery of baggage or termination of the carriage of passengers and baggage on order at the initiative of the charterer;

c) a ticket - in case of delay in departure or late arrival of a vehicle that performs regular transportation of passengers and luggage in intercity traffic;

d) a charter agreement or a work order for the provision of a vehicle for the carriage of passengers and luggage - in case of failure to provide a vehicle for the carriage of passengers and luggage on order.

1. The following forms of tickets are allowed:

a) form No. 1 - a single ticket for travel in suburban and intercity traffic with a fixed date and time of departure;

b) form No. 2 - a single ticket for travel in urban and suburban traffic with an open date of departure within the specified period;

c) form No. 3 - a single ticket for travel in urban and suburban traffic in the vehicle in which the ticket was purchased;

d) form No. 4 - a long-term ticket for travel in urban and suburban traffic, granting the right to a fixed number of trips during the specified period of validity;

e) form No. 5 - a long-term ticket for travel in urban and suburban traffic, granting the right to travel within a fixed amount;

f) form No. 6 - a long-term ticket for travel in urban and suburban traffic, granting the right to an unlimited number of trips during the specified period of validity;

g) form No. 7 - a single personalized ticket.

2. A ticket in form No. 1 must include the following mandatory details:

3. A ticket in form No. 2 must include the following mandatory details:

4. A ticket in form No. 3 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) ticket price.

5. A ticket in form No. 4 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) the number of trips;

e) the period of use of the ticket;

e) the validity period of the ticket;

g) ticket validity area;

h) ticket price;

i) the number of unused trips.

6. A ticket in form No. 5 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) the deposited amount;

e) ticket validity area;

e) the balance of the deposited amount.

7. A ticket in form No. 6 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) ticket validity period;

e) ticket validity area;

f) ticket price.

8. A ticket in form No. 7 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) last name, first name and patronymic of the passenger;

d) date and place of birth of the passenger;

e) the type and number of the document that certifies the identity of the passenger and for which the ticket is purchased;

f) type of vehicle transporting the passenger;

g) ticket validity area;

h) date of departure;

i) departure time;

j) date of arrival;

k) time of arrival;

n) date of ticket sale;

o) time of ticket sale.

9. If the ticket is intended for the travel of citizens who, in accordance with the legislation of the Russian Federation, have been granted benefits in paying for travel, the requisite "name, series and number of the ticket" must indicate that certain groups of citizens can use it.

10. The variable "name of the organization that issued the ticket" shall indicate the name of the carrier (if the ticket is valid on regular transportation routes served only by the relevant carrier) or the organization authorized to organize regular transportation of passengers and baggage (if the ticket is valid on routes served by several carriers).

11. The requisite "type of vehicle transporting a passenger" shall indicate 1 or several types of vehicles transporting a passenger.

12. The requisite "ticket validity area" shall indicate the numbers of regular transportation routes on which the corresponding ticket is accepted for payment (if the ticket is intended for travel between any stopping points of the indicated routes), or the numbers of the indicated routes and the name of the embarkation (disembarkation) point of the passenger or the zones of departure and arrival (if the ticket is intended for travel between the indicated stopping points of the indicated routes or indicated zones).

13. The requisite "ticket use period" indicates the date after which the ticket is recognized as invalid even if it has never been used to make a trip.

14. The attribute "validity period of the ticket" shall indicate the month, quarter and year (if the ticket is intended for an unlimited number of trips during the specified period of time) or the period during which the ticket can be used (indicating the day of the first trip), and the expiration date of the ticket (if the ticket is intended for a fixed number of trips during the specified period).

15. To indicate route numbers, the entry "valid on routes with numbers ___________________" or "on routes with numbers _______________ is invalid" is used.

16. The "date of departure" attribute shall indicate the day, month and year of departure of the vehicle from the point of departure according to the schedule.

17. The "time of departure" attribute indicates the hours and minutes of departure of the vehicle from the point of departure according to the schedule.

18. The "date of arrival" attribute shall indicate the day, month and year of arrival of the vehicle at the destination according to the schedule.

19. The "arrival time" attribute indicates the hours and minutes of the vehicle's arrival at the destination according to the schedule.

20. The requisite "place" indicates the number seat in the vehicle or the entry "b / m" is made (without a seat).

21. The attribute "number of trips" indicates the total number of paid one-time trips.

22. The requisite "amount" indicates the amount in rubles and kopecks, taking into account the paid fare and insurance fee.

23. The requisite "ticket price" shall indicate the funds collected from the passenger for travel in rubles and kopecks.

24. The "paid amount" attribute indicates the amount in rubles and kopecks paid when selling a ticket or when replenishing an earlier paid amount.

25. The requisite "information on completed trips" shall indicate the date of each completed trip (for tickets for a fixed number of trips) or the date, point of embarkation or departure area, point of disembarkation or arrival area and the cost of each completed trip, and if the fare is paid regardless of the distance of transportation, the date and cost of each completed trip (for tickets with the number of trips within a fixed amount).

26. The "number of unused trips" variable indicates the current date (day, month) and the number of unused paid trips.

27. The "balance of the deposited amount" variable shall indicate the date (day, month) and the unspent part of the deposited amount in rubles and kopecks.

28. The requisite "date of sale of the ticket" shall indicate the day, month and year of the sale of the ticket.

29. In the requisite "ticket sale time" the hours and minutes of ticket sale are indicated.

15. In the "cost of baggage transportation" variable, in figures and words, the funds collected from the passenger in rubles and kopecks for the carriage of baggage, including the amount of the additional fee for accepting baggage with declared value for carriage, are indicated.

16. In the "additional fee" variable, the amount of the additional fee for acceptance for transportation of baggage with a declared value in rubles and kopecks shall be indicated in figures and words.

17. The requisite "position, surname, initials and signature of the person who accepted the baggage" shall indicate the position, surname and initials of the person authorized to accept the baggage for transportation, and his signature shall be affixed.

3. The prop "name of the charterer" shall indicate the name, address, telephone number and TIN of the charterer.

4. The requisite "date of issue of a receipt for payment for the use of a passenger taxi" shall indicate the day, month and year of issuance of a receipt for payment for the use of a passenger taxi.

5. In the requisite "cost of using a passenger taxi" the funds collected from the charterer in rubles and kopecks for the use of a passenger taxi shall be indicated in figures and in words. If the payment for the use of a passenger taxi is carried out on the basis of tariffs for the distance of transportation and (or) the time of using a passenger taxi, the indications of the taximeter are indicated, on the basis of which the cost of using a passenger taxi is calculated.

CARRIAGE OF PASSENGERS AND BAGGAGE BY ROAD AND URBAN GROUND ELECTRIC TRANSPORT

I. General provisions

1. These Rules establish the procedure for organizing various types of transportation of passengers and baggage provided for by the Federal Law "Charter of Road Transport and Urban Surface Electric Transport", including requirements for carriers, charterers and owners of transport infrastructure facilities, the conditions for such transportation, as well as the conditions for providing vehicles for such transportation.

2. The terms used in these Rules mean the following:

"bus station" - an object of transport infrastructure, which includes a complex of buildings and structures located on a specially designated area, designed to provide services to passengers and carriers in the transport of passengers and luggage, providing the possibility of sending more than 1000 people per day; dated 11/26/2013 N 1073)

"bus station" - an object of transport infrastructure, which includes a complex of buildings and structures located on a specially designated area, designed to provide services to passengers and carriers in the transport of passengers and baggage, providing the possibility of sending from 250 to 1000 people per day; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

"luggage car" - a vehicle carrying luggage separately from passengers;

"commercial act" - a document certifying the shortage, damage or damage to luggage;

"conductor" - an official who sells tickets in a vehicle;

"passenger taxi" - a vehicle of category "M_1" used for the transport of passengers and luggage in accordance with a public charter agreement;

"taximeter" - equipment designed to calculate the cost of transporting passengers and luggage by passenger taxi based on the established tariffs per unit of mileage and (or) unit of time for using the vehicle;

"vehicle of category "M_1" - a vehicle that is used for the carriage of passengers and has, in addition to the driver's seat, no more than 8 seats;

"vehicle of category "M_2" - a vehicle that is used for the carriage of passengers, has, in addition to the driver's seat, more than 8 seats and a maximum mass of which does not exceed 5 tons;

"vehicle of category "M_3" - a vehicle that is used for the carriage of passengers, has, in addition to the driver's seat, more than 8 seats and a maximum mass of which exceeds 5 tons.

II. Regular transportation

3. Regular transportation of passengers and baggage is carried out according to schedules.

4. The schedule of regular transportation of passengers and luggage (hereinafter - the schedule) is compiled for each stopping point of the regular transportation route, which provides for the mandatory stop of the vehicle.

5. The schedule contains intervals for the departure of vehicles, including by periods of time of the day, or a time schedule for the departure of vehicles from a stopping point.

6. The timetable for intercity transportation, in addition to the information specified in paragraph 5 of these Rules, contains a time schedule for the arrival of vehicles at the stopping point.

7. The timetable is posted at all stopping points of the regular transportation route, where the mandatory stop of the vehicle is provided.

8. If the need for regular transportation of passengers and luggage depends significantly on the time of year or days of the week, the schedule may be drawn up for the summer and autumn-winter periods of the year and (or) separately for working days, weekends and holidays.

9. Changes made to the schedule are brought to the attention of the public no later than 10 days before the start of regular transportation of passengers and baggage according to the modified schedule.

10. The schedules indicate local time.

11. Stopping of vehicles for embarkation (disembarkation) of passengers is carried out at all stopping points of the regular transportation route, with the exception of stopping points at which the embarkation (disembarkation) of passengers is carried out at their request.

12. Stopping of vehicles for boarding (disembarking) passengers at their request is carried out if:

a) the passenger in the vehicle will notify the conductor or the driver in advance of the need to stop the vehicle at the appropriate stopping point;

b) there are people at the stopping point waiting for the arrival of the vehicle.

13. The driver or the conductor is obliged to warn the passengers in the vehicle in advance about the stopping points at which passengers are boarded (disembarked) at their request.

14. Stopping points are equipped with signs that determine the place where the vehicle stops for boarding (disembarking) passengers.

15. Signs (with the exception of signs at stopping points located on the territory of bus stations, bus stations) contain the following information: (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

a) the symbol of the vehicle (bus, trolleybus, tram) used for the regular transportation of passengers and luggage;

b) the name of the stopping point;

c) numbers of regular transportation routes, which include a stopping point;

d) the name of the final stopping point of each regular transportation route;

e) the timetable for all regular transportation routes, which include a stopping point, with the exception of stopping points, in which boarding (disembarking) of passengers is carried out at their request;

f) the inscription "On demand" at the stopping points where boarding (disembarking) of passengers is carried out at their request;

g) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage.

16. In addition to the information provided for in paragraph 15 of these Rules, signs may contain other information related to the regular transportation of passengers and baggage.

17. The final stopping points of regular transportation routes, at which vehicles arrive and which do not coincide with the points of departure, are equipped with “No Landing” signs.

18. Stopping points from which more than 100 passengers are departed per day, with the exception of stopping points located on the territory of bus stations, bus stations, are equipped with protective equipment from atmospheric precipitation, if the land adjacent to the stopping point allows it. 19. A stopping point is located on the territory of a bus station, bus station, if the total number of passengers departing from the stopping point according to the general schedule for all regular transportation routes that include this stopping point is from 250 to 1000 people and more than 1000 people per day, respectively, and the maximum departure interval of vehicles on one or more regular transportation routes exceeds 2 hours. 20. The minimum requirements for the equipment of bus stations and bus stations are established by the Ministry of Transport of the Russian Federation. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

21. The passenger has the right to free use of the waiting rooms and toilets located in the buildings of the bus station, bus station, if he has a ticket confirming the right to travel along the regular transportation route, which includes a stopping point located on the territory of this bus station or bus station: (as amended by Decree of the Government of the Russian Federation of April 28, 2015 N 410)

within the time set by the owner of the bus station, bus station, but not less than 2 hours from the actual time of arrival of the vehicle - for the stopping point that is the destination; (as amended by Decree of the Government of the Russian Federation of April 28, 2015 N 410)

during the validity period of the ticket (taking into account the actual time of delay in departure and (or) late arrival of the vehicle) - for other stopping points. (as amended by Decree of the Government of the Russian Federation of April 28, 2015 N 410)

22. The mode of operation of the bus station, bus station must comply with the schedule of arrival and departure of vehicles. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

23. On the front side of the main building of the bus station, bus station with a non-round-the-clock operation mode, a general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, bus station, or an information terminal for providing information about the arrival and departure of vehicles, should be placed. 24. The following information should be placed in the main building of the bus station, bus station: (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

a) a general schedule for all regular transportation routes, which include a stopping point located on the territory of a bus station, bus station; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

b) the layout and numbering of seats in vehicles that depart from a stopping point located on the territory of a bus station, bus station; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

c) a scheme of regular transportation routes, which include a stopping point located on the territory of a bus station, bus station; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

d) rules for using the services of the bus station, bus station. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

25. The information provided for in paragraph 24 of these Rules is posted in a place convenient for familiarization with it in the ticket office, the waiting room of the bus station or bus station, as well as in other places at the discretion of the owner of the bus station, bus station. 26. The general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, bus station, must contain information about the arrival and departure of vehicles for each regular transportation route, including days of the week and time (in hours and minutes): (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

a) the arrival of the vehicle at the stopping point; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

b) departure of the vehicle from the stopping point; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

c) the arrival of the vehicle at the final points of the regular transportation route. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

27. The scheme of routes of regular transportation is presented in the form of a conditional graphic representation of the route of vehicles from the stopping point of the bus station, bus station to the final points of regular transportation routes. The specified scheme is hung out in the waiting room or the ticket office of the bus station, bus station. The following information is applied to the diagram with symbols: (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

a) settlements where stopping points of regular transportation routes are located; (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

b) numbers of regular transportation routes passing through the settlements indicated on the diagram. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

28. On the territory and in the main building of the bus station, bus station, in a place convenient for familiarization and in an understandable form, information is posted on the location of the main services and premises of the bus station, bus station intended for servicing passengers and carriers, including waiting rooms, ticket offices, rooms for mother and child (if available), food points (if available), medical aid, storage room (if available), toilets, as well as the direction of movement to them and to the vehicles of the corresponding routes (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

29. Vehicles used for regular transportation of passengers and luggage shall be equipped with regular transportation route indicators, which are located:

30. On the indicator of the route of regular transportation, placed above the windshield of the vehicle and (or) in the upper part of the windshield, the names of the initial and final stopping points and the number of the route of regular transportation are affixed.

31. The height of the regular traffic route indicator placed on the windshield should not exceed 140 mm, and the height of the regular traffic route indicator placed on the windshield of vehicles of category "M" - the minimum

3 distances between the upper edge of the windshield and the upper boundary of the windscreen cleaning zone.

32. On the indicator of the route of regular transportation, placed on the right side of the body along the direction of the vehicle, the number of the route of regular transportation, as well as the names of the initial, final and main intermediate stopping points, are affixed.

33. On the indicator of the route of regular transportation, placed on the rear window of the vehicle, the number of the route of regular transportation is affixed.

34. It is allowed to use an information electronic board as an indicator of the route of regular transportation.

35. In a vehicle with 2 or more doors through which passengers enter, with the exception of vehicles of category "M", above each door from the outside is strengthened

2 a sign with the inscription "Entrance" or the inscription "Entrance" is applied.

36. Above the windshield and (or) on the right side of the body along the direction of the vehicle, the full or short name of the carrier is indicated.

37. Inside the vehicle used for regular transportation of passengers and luggage, the following information is placed:

a) the name, address and telephone number of the carrier, the name of the driver, and if there is a conductor, also the name of the conductor;

b) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage;

c) seat numbers, except when the vehicle is used for regular transportation on tickets that do not indicate the seat number;

d) the cost of travel, hand luggage and baggage transportation;

e) seat indicators for passengers with children and disabled people, except when the vehicle is used for regular transportation on tickets, which indicate the seat number;

e) indicators of the locations of fire extinguishers;

g) indicators of the locations of the vehicle stop buttons;

h) emergency exit signs and rules for using such exits;

i) rules for using the vehicle or an extract from such rules.

38. In a vehicle with 2 or more doors through which passengers exit, with the exception of vehicles of category "M", above each door with

On the inner side, a sign with the inscription "Exit" is fixed or the inscription "Exit" is applied.

39. Instead of the signs provided for in subparagraphs "e" - "h" of paragraph 37 of these Rules, the use of appropriate symbolic images (pictograms) is allowed.

40. In addition to the information specified in paragraph 37 of these Rules, other information related to the regular transportation of passengers and luggage may be placed inside the vehicle.

41. In order to conduct an inspection of compliance with the requirements for registration and equipment of vehicles provided for in paragraphs 37 and 38 of these Rules, the carrier is obliged to allow officials of the federal executive bodies authorized to carry out such an inspection into the vehicle.

42. The passage of passengers on regular transportation routes is carried out by tickets.

43. The ticket must contain mandatory details. Forms and mandatory details of tickets are presented in Appendix No. 1. Additional details are allowed on the ticket.

44. If tariffs are applied on the regular transportation route that take into account different levels of service in the vehicle (the presence of an air conditioner, a video recorder, a toilet, luggage racks, sun shades, individual lighting and ventilation, food, newspapers, magazines, modern design and comfortable seating, etc.), the carrier has the right to indicate on the ticket the details that determine the class of service. In this case, the carrier informs the passengers about the class of service in advance.

45. In the case of using tickets in which all or part of the details are indicated in electronic form, the carrier, when a passenger contacts him, is obliged to provide him with information about all the details of the ticket indicated in electronic form, including the expiration date of the ticket and the remaining number of trips.

46. ​​In the case of using tickets that are recognized as valid if there is a cancellation mark, the inscription "Without a cancellation mark is invalid" is placed on them.

47. If, in accordance with the legislation of the Russian Federation, personal data on passengers are subject to transfer to automated centralized databases of personal data on passengers, regular transportation is carried out using personalized tickets.

Personalized tickets are issued on the basis of an identity document of the passenger in accordance with the legislation of the Russian Federation (for children under the age of 14 - birth certificates). (as amended by Decree of the Government of the Russian Federation of 07.09.2011 N 757)

48. The ticket must contain explanations for details containing abbreviations, codes or symbols. If there is not enough space on the ticket, these explanations must be brought to the attention of passengers in any accessible form.

49. Sale of tickets for travel in the city and suburban communications produced:

a) in vehicles (conductors or drivers);

b) at specialized points and other places where tickets are sold outside vehicles.

50. Tickets for intercity travel are sold at the ticket offices of bus stations, bus stations or other ticket sales points, and in the absence of such points - by drivers or conductors directly when passengers get into the vehicle before its departure from the stopping point. 51. Sale of tickets for travel in intercity traffic begins at least 10 days and ends 5 minutes before the departure of the vehicle.

52. The sale of a ticket may be refused if the capacity provided for by the design of the vehicle is exceeded, or transportation is carried out only with the provision of a seat in the absence of free seats. Control over compliance with capacity standards and the availability of seats is carried out by the conductor, and in the absence of a conductor - by the driver.

53. In case of termination of the trip in the provided vehicle due to its malfunction, accident or other reasons, passengers have the right to use the purchased ticket to travel in another vehicle specified by the carrier. The transfer of passengers to another vehicle is organized by the conductor or driver of the vehicle for which tickets were purchased.

54. It is allowed to carry items as part of hand luggage, regardless of the type of packaging.

55. Ensuring the integrity and safety of hand luggage is the responsibility of the passenger. It is prohibited to place hand luggage in the places intended for sitting, in the aisle between the seats, near the entrance or exit from the vehicle, including the emergency one.

56. Carry-on baggage and baggage allowance, including free baggage, are established by the carrier, taking into account the requirements provided for in Article 22

57. Carriage of cabin baggage, the quantity or size of which exceeds the established free baggage allowance, is carried out if there is a receipt for the carriage of cabin baggage.

58. The receipt for the carriage of hand luggage must contain the required details, which are presented in Appendix No. 2. Additional details may be placed on the receipt, taking into account the special conditions for the regular transportation of passengers and baggage.

59. Luggage handed over to the carrier shall be transported in the luggage compartment of the vehicle carrying the passenger, or separately from the passenger by a luggage car.

60. Loading and unloading of luggage carried in the luggage compartments of vehicles is carried out by the passenger.

61. Baggage is accepted for transportation without opening the container or packaging.

62. Fetid and dangerous (flammable, explosive, toxic, corrosive and other) substances, cold steel and firearms without covers and packaging, as well as things (objects) that pollute vehicles or passengers' clothes are not allowed for carriage as baggage and transportation as part of hand luggage. It is allowed to carry animals and birds as hand luggage in cages with a solid bottom (baskets, boxes, containers, etc.), if the dimensions of these cages (baskets, boxes, containers, etc.) meet the requirements provided for in paragraph 56 of these Rules.

63. Tare and packaging must ensure the integrity and safety of baggage during the entire period of transportation.

64. Transportation of foodstuffs, including perishable products, in luggage compartments of vehicles and luggage cars without maintaining the temperature regime is carried out under the responsibility of the sender without declaring the value of this luggage.

65. Delivery of baggage to the carrier is issued by a baggage receipt.

66. The baggage receipt must contain the required details. Forms and mandatory details of baggage receipts are presented in Appendix No. 3. Additional details may be placed on the baggage receipt, taking into account the special conditions for the regular transportation of passengers and baggage.

67. A baggage tag is attached to each piece of baggage, a copy of which is issued to the passenger.

68. When checking in baggage with declared value for carriage, the declared value of the baggage, as well as the amount of the additional fee for accepting baggage with declared value for carriage, shall be indicated in the baggage receipt.

69. When checking in several pieces of baggage for transportation, the passenger has the right to indicate in the baggage receipt the declared value of each piece or the total amount of the declared value of all pieces.

70. Baggage is issued to the person who has presented the baggage receipt and the baggage tag. In case of loss of the baggage receipt or baggage tag, baggage may be issued to a person who proves his right to it by indicating in writing the exact characteristics of the items included in the baggage.

71. At the request of the passenger, baggage may be issued to him along the route, if the time of the vehicle’s parking at the stopping point where the passenger wishes to receive his baggage, and the conditions for loading the luggage compartment of the vehicle allow this to be done. At the same time, the passenger is obliged to warn the driver in advance of the desire to receive luggage along the route. In the case of issuing baggage to the passenger on the way, money for the untraveled distance is not returned.

72. Acceptance of baggage for transportation by a luggage car is made upon presentation of a ticket.

73. Baggage checked in for carriage by a baggage car must not impede loading and placement in the baggage car, or cause damage to the baggage of other passengers.

74. Baggage, the packaging of which has flaws that do not cause fear of loss or damage, may be accepted for carriage by a luggage car, indicating these flaws in the transportation documents.

75. Luggage delivered by a luggage car is issued at the point of destination no later than the day the passenger arrives at this point in accordance with the contract for the carriage of the passenger.

76. For the storage of baggage not claimed at its destination for more than a day from the date of its delivery by a luggage car (incomplete days are considered full), a fee is charged in the amount established by the carrier. If the luggage arrived at the destination before the passenger, no fee for storage of such luggage from the day of its delivery until the day following the day of the passenger's arrival is charged.

77. If loss, shortage of pieces or damage (spoilage) of baggage is detected, the carrier, at the request of the person who presented the baggage receipt and baggage tag, draws up a commercial act in 2 copies, one of which is handed over to the specified person for filing a claim with the carrier.

78. If the baggage, for the loss or shortage of which the carrier paid the appropriate compensation, is subsequently found, this baggage is returned to the bearer of the commercial act, subject to the return of the money previously paid to him for the loss or shortage of this baggage.

79. Refunds for travel, baggage transportation and hand luggage are made at the ticket sales point where the passenger purchased the ticket, as well as at other ticket sales points indicated by the carrier.

80. Money is issued to the passenger against his receipt in the statements for the acceptance of tickets, baggage receipts and receipts for the carriage of hand luggage, which indicate the date and number of the route of regular transportation, the number and cost of the ticket, baggage receipt and receipt for the carriage of hand luggage.

81. The redemption of a ticket, a baggage receipt and a receipt for the carriage of hand luggage is confirmed by the signature of the cashier of the ticket sales point.

82. The availability of tickets, baggage receipts and receipts for the carriage of hand luggage by passengers is controlled by officials, authorized carriers, as well as other persons who are entrusted with such control in accordance with federal laws or laws of the constituent entities of the Russian Federation (hereinafter referred to as the controller).

If regular transportation is carried out using personalized tickets provided for in clause 47 of these Rules, passengers boarding the vehicle is carried out upon presentation to the controller of a personalized ticket, as well as a document proving the identity of the passenger in accordance with the legislation of the Russian Federation (for children under 14 years of age - a birth certificate), on the basis of which a personalized ticket was issued. 83. A person without a ticket is:

a) found during a check in a vehicle without a ticket;

b) presenting a ticket without a mark of cancellation, if cancellation of the ticket is mandatory;

c) presenting a fake ticket;

d) presenting a ticket, the validity of which has expired or in which the surname and number of the identity document are indicated, which do not correspond to the surname and number indicated in the identity document presented by this person;

e) presenting a previously used ticket;

f) presenting a ticket intended for a person who has been granted an advantage in paying for the fare, and who does not have a document confirming the right to provide the said advantage.

84. A person who is a stowaway pays for travel from the point of landing to the point of destination in the manner prescribed by the carrier. If the said person declares a desire to leave the vehicle, the fare to the point where such person leaves the vehicle is subject to payment. If it is not possible to determine the point of departure, the fare is calculated from the starting point of departure of the vehicle.

85. A ticket intended for a person who has been granted an advantage in paying for travel, if a document confirming the right to this advantage is not provided, is withdrawn. Withdrawal of a ticket is documented by an act, the first copy of which is handed over to the person who presented the said ticket.

86. In the case of transportation of children traveling with a passenger, controllers have the right to require such a passenger to present documents confirming the age of the child (birth certificate or passport of the parents with a record of the birth of the child).

87. If baggage or hand luggage is found in the vehicle, the carriage or carriage of which is subject to payment and for which a baggage receipt or a receipt for the carriage of hand luggage is not issued, the owner of this baggage or this hand luggage is obliged to pay for their transportation from the point of embarkation to the point of destination in the manner established by the carrier. If the owner of the said baggage or the said carry-on baggage declares a desire to leave the vehicle, the carriage of the baggage or the carriage of hand baggage to the point where this owner leaves the vehicle is subject to payment. If it is not possible to determine the pick-up point, the cost of carriage of baggage or carry-on baggage is calculated from the starting point of departure of the vehicle.

88. Payment of the cost of travel, carriage of baggage and carriage of hand luggage, provided for in paragraphs 84 and 87 of these Rules, does not exempt from paying fines for traveling without a ticket, carriage of baggage without payment and carriage of hand luggage in excess of the established free baggage allowance established by the Code of the Russian Federation on Administrative Offenses and the laws of the constituent entities of the Russian Federation.

III. Transportation of passengers and luggage on request

89. Transportation of passengers and baggage on request is carried out by a vehicle provided on the basis of a charter agreement, the terms of which are determined by agreement of the parties in accordance with Article 27 of the Federal Law "Charter of Motor Transport and Urban Surface Electric Transport".

90. The charter agreement may provide for the use of vehicles for the transportation of a certain circle of persons or an indefinite number of persons.

91. A charter agreement providing for the use of vehicles for the transportation of a certain circle of persons establishes the procedure for allowing these persons to board the vehicle in accordance with paragraph 92 of these Rules.

92. Boarding of persons specified in the charter agreement in a vehicle provided for the charter transportation of passengers and luggage is carried out upon presentation by the said persons to the charterer of documents (service certificate, excursion voucher, etc.) certifying their right to travel in this vehicle, and (or) in accordance with the list of passengers submitted to the charterer by the charterer.

93. A charter agreement may be concluded in the form of an order for the provision of a vehicle for the carriage of passengers and baggage, drawn up by the charterer. The specified work order must contain the required details, which are presented in Appendix No. 4. In the work order for the provision of a vehicle for the carriage of passengers and luggage, it is allowed to place additional details that take into account the special conditions for the carriage of passengers and luggage on orders.

94. A charter agreement or a copy thereof, as well as an order for the provision of a vehicle for the carriage of passengers and luggage, if the charter agreement is concluded in the form of the specified order, are with the driver from the beginning to the end of the carriage of passengers and luggage on order and are presented without fail at the request of officials of federal executive bodies authorized to exercise control over the availability of such documents from drivers.

95. A vehicle provided for the carriage of passengers and luggage by order is issued with signs with the inscription "Custom" placed:

a) above the windshield of the vehicle and (or) in the upper part of the windshield;

b) on the right side of the body in the direction of the vehicle;

c) on the rear window of the vehicle.

96. The height of the plate placed on the windshield should not exceed 140 mm, and the height of the plate placed on the windshield of vehicles of category "M" - the minimum distance

3 between the upper edge of the windshield and the upper boundary of its cleaning zone with a windshield wiper.

97. Above the windshield and (or) on the right side of the body in the direction of the vehicle, the short name of the charterer is indicated.

98. If the charter agreement provides for the use of vehicles for the transportation of an indefinite number of persons, a route indicator is installed on the right side of the body along the direction of the vehicle, on which the names of the initial and final, as well as intermediate stopping points of the route (if any) are affixed.

99. Points of embarkation (disembarkation) of passengers used in the carriage of an indefinite number of persons are equipped with signs, which contain the following information:

a) a symbolic image of a vehicle (bus, trolley bus and tram) used to transport passengers and luggage on request;

b) the names of the final and intermediate points of embarkation (disembarkation) of passengers;

c) the time of the beginning and end of the movement of vehicles along the route;

d) timetable (for the transportation of passengers and baggage carried out according to the schedule);

e) the name, address and contact numbers of the body responsible for control over the carriage of passengers and baggage.

100. Passenger embarkation (disembarkation) points used for transportation of an indefinite number of persons may be combined with stopping points of regular transportation routes.

101. In addition to the information specified in paragraph 99 of these Rules, other information related to the carriage of passengers and baggage on orders may be placed on the signs of the points of embarkation (disembarkation) of passengers used in the carriage of an indefinite number of persons.

IV. Transportation of passengers and luggage by passenger taxi

102. Transportation of passengers and luggage by passenger taxi is carried out on the basis of a public charter agreement concluded by the charterer directly with the driver of the passenger taxi or by accepting the charterer's order for execution by the charterer.

103. The charterer's order is accepted using any means of communication, as well as at the location of the charterer or his representative.

104. The charterer is obliged to register the charterer's order accepted for execution in the registration log by entering the following information into it:

a) order number;

b) date of acceptance of the order;

c) date of completion of the order;

d) the place of delivery of a passenger taxi;

e) the brand of a passenger taxi, if the charter agreement provides for the charterer to choose a brand of a passenger taxi;

f) the planned time for the delivery of a passenger taxi.

105. In addition to the information specified in paragraph 104 of these Rules, the registration log may include other information related to the transportation of passengers and luggage by passenger taxis.

106. The number of the order accepted for execution is communicated to the charterer.

107. Upon the arrival of a passenger taxi to the place of its delivery, the charterer informs the charterer of the location, state registration plate, make and color of the body of the passenger taxi, as well as the last name, first name and patronymic of the driver and the actual time of delivery of the passenger taxi.

108. A passenger taxi, when traveling to a place of permanent parking after the end of the working day, can be provided for transportation only to a destination located near the place of permanent parking.

109. The route for the carriage of passengers and luggage by a passenger taxi is determined by the charterer. If the specified route is not defined, the taxi driver is obliged to carry out transportation along the shortest route.

110. The fee for using a passenger taxi provided for the carriage of passengers and luggage is determined regardless of the actual mileage of a passenger taxi and the actual time of using it (in the form of a fixed fee) or on the basis of established tariffs, based on the actual distance of transportation and (or) the actual time of using a passenger taxi, determined in accordance with the indications of a taximeter, which in this case is equipped with a passenger taxi.

111. The charterer issues to the charterer a cash receipt or a receipt in the form of a strict accountability form confirming payment for the use of a passenger taxi. The specified receipt must contain the required details, which are presented in Appendix No. 5. In the receipt for payment for the use of a passenger taxi, it is allowed to place additional details that take into account the special conditions for the carriage of passengers and luggage by passenger taxis.

112. In a passenger taxi, it is allowed to carry as hand luggage things that freely pass through doorways, do not pollute or spoil the seats, do not interfere with the driver to drive a passenger taxi and use rear-view mirrors.

113. Luggage is transported in the luggage compartment of a passenger taxi. Baggage dimensions must allow it to be carried with the luggage compartment lid closed.

114. It is prohibited to transport smelly and dangerous (flammable, explosive, toxic, corrosive, etc.) substances, cold steel and firearms without covers and packaging, things (objects) that pollute vehicles or passengers' clothes in passenger taxis. It is allowed to carry muzzled dogs in passenger taxis with leashes and bedding, small animals and birds in cages with a blank bottom (baskets, boxes, containers, etc.), if this does not prevent the driver from driving a passenger taxi and using rear-view mirrors.

115. A passenger taxi is equipped with an orange identification lamp, which is installed on the roof of the vehicle and turns on when the passenger taxi is ready to carry passengers and luggage.

116. A color scheme is applied to the body of a passenger taxi, which is a composition of squares of a contrasting color arranged in a checkerboard pattern.

117. The following information is placed on the front panel of a passenger taxi to the right of the driver:

a) full or short name of the charterer;

b) terms of payment for the use of a passenger taxi;

c) driver's business card with a photo;

d) the name, address and contact numbers of the body responsible for control over the carriage of passengers and baggage.

118. In a passenger taxi, there must be rules for using the corresponding vehicle, which are provided to the charterer at his request.

119. A passenger taxi going to a permanent parking place is equipped with a sign with the inscription "To the park", which is placed at the top of the windshield. The height of this plate must not exceed 140 mm.

120. In order to check the fulfillment of the requirements for the design and equipment of passenger taxis, provided for in paragraphs 110, 117 and 118 of these Rules, the charterer is obliged to allow public authorities authorized to carry out such verification into the passenger taxi. 121. Parking of passenger taxis is equipped with an information plate containing the following information:

a) the inscription "Taxi rank";

b) operating hours of the taxi rank;

c) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage.

V. Forgotten and found things

122. Persons who have found forgotten things in a vehicle or on the territory of a bus station, bus station are obliged to inform the conductor (driver) or an authorized official of the owner of the bus station, bus station about this. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

123. The conductor (driver) or an authorized official of the owner of the bus station, bus station, who received a message about the discovery of forgotten things, organize a check for the absence of objects in these things that threaten the life and health of passengers, road transport workers and urban ground electric transport. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

124. If the check does not establish the presence in the forgotten things of objects that threaten the life and health of passengers, workers of road transport and urban surface electric transport, the conductor (driver) or an authorized official of the owner of the bus station, the bus station that organized such a check, draw up an act of a general form with a detailed description of the appearance of the found things and the circumstances of their discovery. A copy of the act is issued to the person who discovered the forgotten things. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

125. The conductor (driver) transfers the things forgotten and found in the vehicle together with the act against receipt for storage to the authorized official of the owner of the bus station, bus station, which is located at the final point of the regular transportation route, or to the authorized official of the carrier or freighter. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

126. Found and unclaimed things after the expiration of the deadline set by the owner of the bus station, bus station, carrier or charterer are subject to sale in the manner prescribed by Part 10 of Article 22 of the Federal Law "Charter of Motor Transport and Urban Surface Electric Transport". (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

127. If, at the end of a trip in an intercity message, a passenger who has arrived at an intermediate stopping point of the transportation route finds that he has forgotten things in the vehicle, this passenger has the right to contact the duty officer of any bus station, bus station where this vehicle stops. The duty officer of the bus station, bus station, at the written request of the passenger, is obliged to immediately send a telegram, fax, e-mail or telephone message to the address of the nearest bus station, bus station on the route of the vehicle, indicating in them the place occupied by the passenger, a description of the forgotten things and the requirement to send them to the location of the passenger. In such cases, all costs associated with the return of things (sending a telegram, fax or telephone message, packaging, transportation, etc.) are made at the expense of their owner. 128. A person who has demanded the release of found items must prove his right to them by indicating in writing the exact characteristics of the items.

129. Upon receipt of things, the person who requested their issuance must pay for the services provided to him by the owner of the bus station, bus station, carrier or charterer who issued the found things, as well as issue a receipt for receiving the things, indicating in it his permanent place of residence and the number of his identity document. (as amended by Decree of the Government of the Russian Federation of November 26, 2013 N 1073)

VI. The procedure for filing claims and drawing up acts

130. The circumstances that are the basis for the liability of carriers, charterers, charterers and passengers in the carriage of passengers and baggage or the provision of vehicles for the carriage of passengers and baggage are certified by commercial acts and acts of a general form.

131. A commercial act is drawn up when the following circumstances are revealed:

a) non-compliance of the name and number of pieces of baggage with the data specified in the baggage receipt;

b) damage (spoilage) of baggage;

c) absence of baggage indicated in the baggage receipt;

d) discovery of unclaimed baggage.

132. A commercial act is drawn up by the carrier on the day when circumstances are discovered that are subject to execution by an act. If the commercial act cannot be drawn up within the specified period, it must be drawn up within the next day.

133. The commercial act is drawn up in 2 copies and filled out without blots and any corrections.

134. A commercial act must contain the following information:

a) a description of the condition of the baggage and the circumstances under which it was found to be unsafe;

b) data on whether the luggage was loaded, stowed and secured correctly;

c) a description of the violation of the requirements for loading, stowage or securing baggage.

135. The commercial act is signed by the carrier, as well as by the passenger, if he participates in the baggage check. At the request of the passenger, the carrier is obliged to issue a commercial act within 3 days. If the carrier refuses to draw up a commercial act or if a commercial act is drawn up in violation of the established requirements, the passenger submits to the carrier a statement about such violations in writing. The carrier is obliged to give the passenger a reasoned response to the application within 3 days. If the validity of the application is confirmed, the passenger will not be charged for storing luggage during the time spent on drawing up a commercial act.

136. If other circumstances not provided for in paragraph 131 of these Rules are revealed, acts of a general form are drawn up.

137. Claims arising in connection with the carriage of passengers and baggage or the provision of vehicles for the carriage of passengers and baggage are presented to carriers or charterers at their location.

138. The following documents are attached to the claim, confirming the applicant's right to file a claim, or their duly certified copies:

a) a commercial act - in case of damage, shortage or damage to the baggage accepted for transportation;

b) an act of a general form - in case of delay in the delivery of baggage or termination of the carriage of passengers and baggage on order at the initiative of the charterer;

c) a ticket - in case of delay in departure or late arrival of a vehicle that performs regular transportation of passengers and luggage in intercity traffic;

d) a charter agreement or a work order for the provision of a vehicle for the carriage of passengers and luggage - in case of failure to provide a vehicle for the carriage of passengers and luggage on order.

FORMS AND MANDATORY DETAILS OF TICKETS

(as amended by Decrees of the Government of the Russian Federation of 05/14/2013 N 411, of 06/09/2014 N 528)

1. The following forms of tickets are allowed:

a) form N 1 - a single ticket for travel in suburban and intercity traffic with a fixed date and time of departure;

b) form N 2 - a single ticket for travel in urban and suburban traffic with an open date of departure within the specified period;

c) form N 3 - a single ticket for travel in urban and suburban traffic in the vehicle in which the ticket was purchased;

d) form No. 4 - a long-term ticket for travel in urban and suburban traffic, granting the right to a fixed number of trips during the specified period of validity;

e) form N 5 - a long-term ticket for travel in urban and suburban traffic, giving the right to travel within a fixed amount;

f) form N 6 - a long-term ticket for travel in urban and suburban traffic, granting the right to an unlimited number of trips during the specified period of validity;

g) form N 7 - a single personalized ticket.

2. A ticket in form No. 1 must include the following mandatory details:

d) ticket validity area;

e) date of departure;

f) time of departure;

g) date of arrival;

h) time of arrival;

i) place;

j) amount;

k) date of ticket sale;

l) time of ticket sale.

3. A ticket in form No. 2 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) period of use of the ticket;

e) ticket validity area;

f) ticket price.

4. A ticket in form No. 3 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) ticket price.

5. A ticket in form No. 4 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) the number of trips;

e) the period of use of the ticket;

e) the validity period of the ticket;

g) ticket validity area;

h) ticket price;

i) the number of unused trips.

6. A ticket in form No. 5 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) the deposited amount;

e) ticket validity area;

e) the balance of the deposited amount.

7. Ticket in form N 6 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) type of vehicle transporting the passenger;

d) ticket validity period;

e) ticket validity area;

f) ticket price.

8. A ticket in form No. 7 must include the following mandatory details:

a) name, series and number of the ticket;

b) the name of the organization that issued the ticket;

c) last name, first name and patronymic of the passenger;

d) date of birth of the passenger; (as amended by the Decree of the Government of the Russian Federation)

9. If the ticket is intended for the travel of citizens who, in accordance with the legislation of the Russian Federation, have been granted benefits in paying for travel, the requisite "name, series and number of the ticket" must indicate that certain groups of citizens can use it.

10. The variable "name of the organization that issued the ticket" shall indicate the name of the carrier (if the ticket is valid on regular transportation routes served only by the relevant carrier) or the organization authorized to organize regular transportation of passengers and baggage (if the ticket is valid on routes served by several carriers).

11. The requisite "type of vehicle transporting a passenger" shall indicate 1 or several types of vehicles transporting a passenger.

12. The requisite "ticket validity area" shall indicate the numbers of regular transportation routes on which the corresponding ticket is accepted for payment (if the ticket is intended for travel between any stopping points of the indicated routes), or the numbers of the indicated routes and the name of the embarkation (disembarkation) point of the passenger or the zones of departure and arrival (if the ticket is intended for travel between the indicated stopping points of the indicated routes or indicated zones).

13. The requisite "ticket use period" indicates the date after which the ticket is recognized as invalid even if it has never been used to make a trip.

14. The attribute "validity period of the ticket" shall indicate the month, quarter and year (if the ticket is intended for an unlimited number of trips during the specified period of time) or the period during which the ticket can be used (indicating the day of the first trip), and the expiration date of the ticket (if the ticket is intended for a fixed number of trips during the specified period).

15. To indicate route numbers, the entry "valid on routes with numbers ___________________" or "on routes with numbers _______________ is invalid" is used.

16. The "date of departure" attribute shall indicate the day, month and year of departure of the vehicle from the point of departure according to the schedule.

17. The "time of departure" attribute indicates the hours and minutes of departure of the vehicle from the point of departure according to the schedule.

18. The "date of arrival" attribute shall indicate the day, month and year of arrival of the vehicle at the destination according to the schedule.

19. The "arrival time" attribute indicates the hours and minutes of the vehicle's arrival at the destination according to the schedule.

20. In the requisite "seat" the number of the seat in the vehicle is indicated or the entry "w / m" is made (without a seat).

21. The attribute "number of trips" indicates the total number of paid one-time trips.

22. The "amount" attribute shall indicate the amount in rubles and kopecks, taking into account the paid fare. (As amended by Decree of the Government of the Russian Federation of May 14, 2013 N 411)

23. The requisite "ticket price" shall indicate the funds collected from the passenger for travel in rubles and kopecks.

24. The "paid amount" attribute indicates the amount in rubles and kopecks paid when selling a ticket or when replenishing an earlier paid amount.

25. The requisite "information on completed trips" shall indicate the date of each completed trip (for tickets for a fixed number of trips) or the date, point of embarkation or departure area, point of disembarkation or arrival area and the cost of each completed trip, and if the fare is paid regardless of the distance of transportation, the date and cost of each completed trip (for tickets with the number of trips within a fixed amount).

26. The "number of unused trips" variable indicates the current date (day, month) and the number of unused paid trips.

27. The "balance of the deposited amount" variable shall indicate the date (day, month) and the unspent part of the deposited amount in rubles and kopecks.

28. The requisite "date of sale of the ticket" shall indicate the day, month and year of the sale of the ticket.

29. In the requisite "ticket sale time" the hours and minutes of ticket sale are indicated.

d) number of seats;

e) the cost of hand luggage.

2. In the requisite "name, series and number of the receipt for the carriage of hand luggage" the entry "Receipt for the carriage of hand luggage, series ____, number ___________" is made.

3. The requisite "name of the organization that issued the hand luggage receipt" shall indicate the name of the carrier (in the event that the hand luggage receipt is valid on scheduled routes served only by the respective carrier) or the organization authorized to organize regular transportation of passengers and baggage (in the event that the hand luggage receipt is valid on routes served by several carriers).

4. The requisite "type of vehicle carrying carry-on baggage" shall indicate 1 or several types of vehicles carrying carry-on baggage.

5. The "number of seats" attribute indicates the number of paid pieces of hand luggage.

6. In the props "cost of carrying hand luggage" shall be indicated the funds collected from the passenger in rubles and kopecks for the carriage of hand luggage.

a) name, series and number of the baggage check;

b) the name of the organization that issued the baggage check;

c) type of vehicle transporting luggage;

d) point of departure;

e) date of departure;

f) time of departure;

g) destination;

h) date of arrival;

i) time of arrival;

j) the number of pieces of baggage;

k) declared value of baggage;

l) declared value of a piece of baggage;

m) the cost of baggage transportation;

n) additional fee;

o) position, surname, initials and signature of the person who accepted the baggage;

p) position, surname, initials and signature of the person authorized to conduct settlements.

4. In the requisite "name, series and number of the baggage receipt" the entry "Baggage receipt, series _______, number __________" is made.

5. The requisite "name of the organization that issued the baggage receipt" shall indicate the name, address, telephone number and TIN of the carrier.

6. The requisite "point of departure" shall indicate the name of the stopping point at which the luggage is presented for transportation.

7. The "date of departure" attribute indicates the day, month and year of departure of the baggage from the point of departure according to the schedule.

8. The "time of departure" attribute indicates the hours and minutes of baggage departure from the point of departure according to the schedule.

9. The requisite "destination" shall indicate the name of the stopping point, to which the luggage follows.

10. The "date of arrival" attribute indicates the day, month and year of arrival of the baggage at the destination according to the schedule.

11. The "arrival time" attribute indicates the hours and minutes of baggage arrival at the destination according to the schedule.

12. The requisite "number of pieces of baggage" indicates the number of paid pieces of baggage.

13. In the requisite "declared value of luggage" the total amount of the declared value of luggage in rubles and kopecks shall be indicated in figures and words.

14. In the requisite "declared value of a piece of baggage" the declared value of each piece of baggage in rubles and kopecks shall be indicated in figures and words.

15. In the "cost of baggage transportation" variable, in figures and words, the funds collected from the passenger in rubles and kopecks for the carriage of baggage, including the amount of the additional fee for accepting baggage with declared value for carriage, are indicated.

16. In the "additional fee" variable, the amount of the additional fee for acceptance for transportation of baggage with a declared value in rubles and kopecks shall be indicated in figures and words.

17. The requisite "position, surname, initials and signature of the person who accepted the baggage" shall indicate the position, surname and initials of the person authorized to accept the baggage for transportation, and his signature shall be affixed.

18. The requisite "position, surname, initials and signature of the person authorized to carry out settlements" shall indicate the position, surname and initials of the person authorized to carry out settlements for the carriage of baggage, and his signature shall be affixed.

d) brand of the vehicle and its state registration plate;

e) last names and initials of drivers;

f) the address of the point of delivery of the vehicle, the date and time of delivery of the vehicle to this point;

g) the names of the final and intermediate points of the route, where the vehicle is supposed to stop en route;

h) the cost of using the provided vehicle in rubles and kopecks;

i) position, surname, initials and signature of the person authorized to make payments for the use of the provided vehicle;

j) hours and minutes of arrival of the vehicle at the point of delivery;

k) hours and minutes of departure of the vehicle after completion of transportation;

l) the number of passengers carried;

m) position, surname, initials and signature of the charterer or a person authorized by him, certifying the execution of the work order.

c) the date of issue of the receipt for payment for the use of a passenger taxi;

d) the cost of using a passenger taxi;

e) last name, first name, patronymic and signature of the person authorized to conduct settlements.

2. In the requisite "name, series and number of the receipt for payment for the use of a passenger taxi" the entry "Receipt for payment for the use of a passenger taxi, series ____, number ___________" is made. The series and number are printed in a typographical way.

3. The prop "name of the charterer" shall indicate the name, address, telephone number and TIN of the charterer.

4. The requisite "date of issue of a receipt for payment for the use of a passenger taxi" shall indicate the day, month and year of issuance of a receipt for payment for the use of a passenger taxi.

5. In the requisite "cost of using a passenger taxi" the funds collected from the charterer in rubles and kopecks for the use of a passenger taxi shall be indicated in figures and in words. If the payment for the use of a passenger taxi is carried out on the basis of tariffs for the distance of transportation and (or) the time of using a passenger taxi, the indications of the taximeter are indicated, on the basis of which the cost of using a passenger taxi is calculated.

Rules for the carriage of passengers and baggage by road in the RSFSR

Key points

1. These rules are approved in the manner prescribed by Art. 6 of the Charter of Road Transport of the RSFSR, and are mandatory on the territory of the RSFSR for enterprises and organizations of road transport engaged in the transportation of passengers and luggage, as well as for passengers.

2. Transportation of passengers and luggage by road in the RSFSR in accordance with Art. 4 of the Charter of Road Transport of the RSFSR are carried out by motor transport enterprises and organizations of the Ministry of Road Transport of the RSFSR, the Main Department of Passenger Transport of the Moscow City Executive Committee, the Department of Taxi Transport and Cars and Glavmosavtotrans (public road transport).

In areas where there are no enterprises and organizations of public transport, these transportations can be carried out in accordance with Art. 10 of the Charter of Motor Transport of the RSFSR by motor transport enterprises and organizations of ministries and departments, executive committees of the Soviets of People's Deputies (departmental motor transport).

3. Motor transport enterprises and organizations must ensure the need of the population for passenger transportation, the safety of passengers when using motor transport, the creation of amenities for them, their cultural service at bus stations, bus stations, buses, cars, the safety and timely transportation of luggage.

Road transport workers must be polite and helpful to passengers, take measures to eliminate shortcomings in their service, regardless of whose fault they are.

4. Passengers are transported:

a) in shuttle buses;

b) in buses provided to state and cooperative enterprises, institutions and organizations, as well as to citizens under contracts or individual orders;

c) in fixed-route taxis and taxis for individual use;

d) in cars provided to enterprises, institutions and organizations for official use, as well as to citizens on separate orders.

5. The movement of buses and taxis on the routes is organized according to schedules.

Timetables for the movement of buses and taxis on city, suburban and intra-district routes are approved by motor transport enterprises in agreement with the relevant executive committees of city and district Soviets of People's Deputies.

In cities where there are two or more passenger motor transport enterprises, the timetables for the movement of buses and taxis on urban and suburban routes are approved by the territorial associations of road transport in agreement with the relevant executive committees of the city Councils of People's Deputies.

Timetables for the movement of buses and taxis on intercity, intra-regional (territorial, ASSR) routes are approved by territorial associations of road transport in agreement with the relevant executive committees of the regional (territorial) Councils of People's Deputies or the Councils of Ministers of Autonomous Republics.

Bus schedules on intercity, interregional routes are coordinated with the relevant territorial associations of road transport and approved by the Ministry of Road Transport of the RSFSR.

Bus timetables for inter-republican routes are approved by the RSFSR Ministry of Road Transport together with the road transport authorities of other Union republics.

New routes can be organized if the condition of the roads and their arrangement meet the traffic safety requirements.

6. 10 days before the opening and closing of traffic for the information of passengers, announcements about this must be posted at the initial, final and intermediate stopping points, as well as at bus stations and bus stations. Announcements about planned changes in routes and stopping points are posted no later than 5 days before the planned changes.

7. The motor transport company and organization must ensure the transportation of passengers to the destination, and in the case of checking in luggage by the passenger, also the delivery of luggage to the destination and delivery of it to the person authorized to receive the luggage. The passenger is obliged to pay the established fare, and when checking in the baggage, also for the carriage of the baggage.

TRANSPORTATION OF PASSENGERS IN BUSES OF CITY AND SUBURBAN ROUTES

8. At the initial, final and intermediate stopping points of urban and suburban bus routes, signs of the movement of buses are posted, in which route numbers and intervals of movement are affixed.

At stopping points commuter routes with traffic intervals of more than 20 minutes, the bus departure schedule for this stopping point is posted.

9. At bus stations, bus stations and auto pavilions (with cash sales of tickets for suburban bus routes) posted bus timetables for all routes passing through this stopping point, route diagrams, tables of passenger fares and baggage allowances, basic extracts from the Rules for the Transportation of Passengers and Baggage by Road in the RSFSR, as well as announcements about the start and end times of the cash desks indicating the names of cashiers and dispatchers on duty.

The procedure for selling tickets for the passage of passengers in buses of urban and suburban routes

10. For travel in buses of urban and suburban routes, each passenger must have a ticket in the form established by the Ministry of Motor Transport of the RSFSR.

11. Tickets for the passage of passengers on city buses are sold by conductors, and when buses operate without conductors, tickets are purchased by passengers through a cash box - a piggy bank or a cash box - a semi-automatic device.

Preliminary sale of tickets for the passage of passengers in buses of city routes is carried out at transport and forwarding agencies, as well as at other points through specially authorized persons.

12. Tickets for travel in buses of suburban routes are sold by conductors or drivers, and at the stopping points of the route, where cash sales of tickets are organized, by cashiers, as well as by cash desks - machines.

Preliminary sale of tickets for the passage of passengers in buses of suburban routes is carried out by ticket tellers at stopping points of routes, as well as at other points through specially authorized persons.

13. The current and preliminary sale of tickets for the passage of passengers on suburban buses is carried out on a first-come, first-served basis.

The right to purchase tickets out of turn for travel on suburban buses is enjoyed by: deputies of the Supreme Soviet of the USSR, deputies of the Supreme Soviets of the Union and Autonomous Republics and local Soviets of People's Deputies, Heroes of the Soviet Union, Heroes of Socialist Labor, persons awarded the Order of Glory of three degrees, as well as disabled people upon presentation of the relevant documents.

At the stopping points of suburban routes, where there are no ticket offices, all persons listed in this paragraph shall enjoy the right to enter the bus in an extraordinary way and purchase a ticket.

Travel conditions

14. When traveling in buses of urban and suburban routes, a passenger is obliged to keep a ticket during the entire trip and present it at the first request of persons performing control.

15. Drivers and conductors of buses are obliged, when boarding passengers on a bus, to remind them of the need to purchase one-time travel tickets and check the availability and validity of monthly and single tickets presented by passengers or other documents for the right to travel on the bus.

16. Passengers boarding and exiting the bus are carried out only at the stopping points established by special signs.

17. Landing and exit of passengers is carried out:

a) in buses with one door - first exit, and then boarding;

b) in buses with two doors, exit of passengers through both doors, and boarding through the back door;

c) in buses with three doors, exit through all doors, and boarding through the back and middle doors.

18. Passengers with children have the right to enter through the front door of the bus preschool age, pregnant women, the disabled and the elderly.

19. Passengers who have monthly and single tickets or other documents for the right to travel on buses are required to present them in expanded form at the entrance to the bus.

20. The passenger has the right to carry with him free of charge in buses of urban and suburban routes one child under the age of 7 years inclusive, if he does not occupy a separate seat. When traveling with a passenger several children under the age of 7, for each child, except for one, tickets are purchased at the full rate.

Children over seven years of age are transported at the full rate.

21. For passengers with children of preschool age, pregnant women, disabled people and elderly citizens in the passenger compartment, 6 front seats are allocated on the left side along the bus. Other passengers occupying these seats must release them for the indicated persons.

22. The driver (conductor) is obliged to send the bus from the stop only with closed doors, after disembarking and boarding passengers, to clearly and correctly announce stops, and when changing the route of the bus, announce this at each stop. Overfilling the passenger compartment of the bus in excess of the established total capacity for this type of bus is not allowed.

23. In case of removal of the bus from the line due to a malfunction, accident, etc. tickets issued to passengers are valid for travel on another bus of the same route. The transfer of passengers from one bus to another is carried out by the conductor or driver of the bus removed from the line.

Return of tickets purchased by passengers for suburban routes at the box office of the current sale is not made. Tickets sold by advance sales offices may be returned by the passenger in the manner prescribed by these Rules.

24. It is not allowed: driving drunk persons on the bus, smoking in the cabin (including drivers), opening windows without the permission of the conductor (chauffeur) and carrying hand luggage and luggage prohibited for transportation specified in these Rules.

TRANSPORTATION OF PASSENGERS IN BUSES OF INTERCITY ROUTES

Route stops

25. At bus stations, bus stations and auto pavilions with cash sales of tickets for intercity bus routes, for the information of passengers, timetables for buses passing through a given stopping point, tables of fares for passengers and luggage, layout schemes for various types of buses, basic extracts from the Rules for the carriage of passengers and luggage by road in the RSFSR, as well as announcements about the start and end times of the cash desks, the names of cashiers and duty controllers.

In auto pavilions that do not have cash sales of tickets, and at stopping points of intercity routes, bus schedules for this stopping point are posted.

The procedure for selling tickets for the passage of passengers on intercity buses

26. Each passenger must have a ticket to travel on intercity buses.

27. Tickets for the passage of passengers on buses of intercity routes are sold at the box office of bus stations, bus stations, auto pavilions, transport and forwarding agencies, as well as at other points through specially authorized persons, and where the cash sale of tickets is not organized, through drivers (conductors) directly when passengers board the bus before its departure from the stopping point.

28. Passengers purchase travel tickets at the box office on a first-come, first-served basis.

The right to purchase tickets out of turn for travel on intercity buses is enjoyed by: deputies of the Supreme Soviet of the USSR, deputies of the Supreme Soviets of the Union and Autonomous Republics and local Soviets of People's Deputies, Heroes of the Soviet Union, Heroes of Socialist Labor, persons awarded the Order of Glory of three degrees, as well as disabled people upon presentation of the relevant documents.

Passengers with preschool children and pregnant women purchase tickets through the mother and child room, and in the absence of a room - at the general ticket office out of turn.

At stopping points of intercity routes where there are no cash desks, all persons listed in this paragraph shall enjoy the right to enter the bus in an extraordinary way and purchase a ticket.

29. At the initial and intermediate points with busy passenger traffic, bus stations, bus stations and forwarding companies organize the preliminary sale of tickets for travel on intercity buses.

No more than 80% of bus tickets for a given route can be sold by advance sale. The remaining 20% ​​of tickets are sold through the cash desks of the current sale.

Ticket office work

30. The work of ticket offices should be organized in such a way as to ensure the rapid receipt of travel tickets by passengers and exclude the possibility of departure of intercity buses with empty seats in the presence of passengers.

31. Tickets are sold:

a) at the ticket offices of the starting points of intercity routes on the day of departure of the bus, and at the ticket offices of intermediate points - from the moment of receiving information about the availability of seats on the bus.

At the ticket offices of the starting and intermediate points, the sale of tickets stops 5 minutes before the departure of the bus;

b) at the advance ticket sales offices within 7 days before the departure of the bus.

Advance ticket sales end one day before the bus departure.

32. Tickets can be ordered in advance by postcard or telegram, as well as by telephone. An order is considered accepted if it is received: by mail and telegraph no later than 10 days, and by phone no earlier than 7 days before the day of departure specified in the order.

The order specifies: the name of the customer, date and time of departure, destination, number of tickets, method of receipt (with or without home delivery). When ordering a ticket with delivery, the address of the customer is indicated, and if there is a business or home phone, his number.

33. Booked tickets are stored at the pre-sale box office and must be claimed no later than 12 hours before the bus departure. Unclaimed tickets are transferred for sale to the cash desks of the current sale.

34. For the advance sale of tickets, a commission fee is charged from the passenger in the amount established by the tariffs.

If advance ticket sales are made without home delivery, no commission receipt will be issued. In this case, the ticket is issued with the stamp "commission fee paid" preliminarily placed on it by the accounting department of the motor transport company.

35. Pre-ordered tickets can be delivered to the home of the passengers at the request of the passengers.

For the delivery of the ordered tickets to the house, the passenger is charged a commission fee in the amount established by the tariffs, in confirmation of which he is given a receipt of the commission fee or a receipt of one-time fees, which indicates the name of the transport company or organization that collected the fee, and the date of issue of the receipt.

Entries are made legibly, and the date of issue is stamped or stamped.

Travel conditions

36. In buses of intercity routes, motor transport enterprises or organizations are obliged to provide passengers with seats. Selling tickets beyond the number of seats is prohibited.

37. When traveling on intercity buses, the passenger is obliged to keep the ticket during the entire trip and present it at the first request of the persons performing control.

Passengers who have not received a ticket at the box office or directly from the driver before the bus departure are not entitled to travel on the bus.

38. Tickets lost by passengers are not renewed, and the money paid for them is not returned.

39. Passengers boarding a bus at bus stations, bus stations and stopping points with cash sales of tickets is carried out only upon presentation of tickets purchased at the box office. Tickets are valid only for the day and bus route indicated on them.

40. The boarding officer, together with the bus driver, checks at the time of boarding that passengers have travel tickets. At points where there is no boarding attendant, tickets are checked by the driver (conductor).

41. Disembarkation of passengers from the bus is carried out at the stopping points provided for by the bus timetable.

42. The passenger is obliged to take a seat on the bus according to the seat number indicated on the ticket, observing the "Rules for the carriage of passengers and luggage by road in the RSFSR", to report, at the request of the controller, the point of boarding the bus and the destination.

43. It is not allowed: to travel on buses in a state of intoxication, to smoke on the bus (including the driver), to open windows without the permission of the driver (conductor) and to carry luggage and hand luggage prohibited for carriage specified in these Rules.

44. In case of removal of the bus from the line due to a malfunction, accident, etc. tickets issued to passengers are valid for travel on another bus of the same route. The transfer of passengers from one bus to another is carried out by the driver (conductor) of the bus removed from the line.

45. The passenger has the right to carry with him free of charge one child under the age of 5 inclusive, if he does not occupy a separate seat.

To occupy a separate seat, a child under 5 years of age must purchase a child ticket.

When traveling with a passenger several children under the age of 5, children's tickets are purchased for each child, except for one carried free of charge, as well as for each child aged 5 to 10 years.

Children over 10 years of age are charged the full fare.

46. ​​If the bus is late for up to 3 hours, and due to illness or accident - within three days from the moment of departure of the bus for which the ticket was purchased, at the request of the passenger, the travel document can be renewed with an additional payment of 25% of the ticket price or the paid fare is returned to him, minus 25% of the ticket price.

If a passenger is more than 3 hours late for a bus due to illness or an accident, it must be confirmed by a certificate from a medical institution or an accident report.

47. When returning the ticket to the ticket office of the bus station, bus station no later than 2 hours before the departure of the bus, the fare is returned to the passenger, minus the fee for the advance sale of the ticket. If the ticket is returned later than this period, but before the departure of the bus, the cost of the paid fare will be refunded, minus 15% of the ticket price and the fee for advance ticket sales.

48. If a passenger stops a journey due to illness or an accident, the fare for the distance not traveled is refunded to him.

49. If the departure of the bus is more than an hour late against the schedule, if the passenger is provided with a seat in the bus of a lower class than the one for which the ticket was sold, and also if he is not provided with the seat indicated on the ticket, he has the right to return the ticket to the ticket office before the departure of the bus and receive back the full fare and the fee paid by him for the advance sale of the ticket.

If the passenger agrees to travel in a bus of a lower class, the difference between the amount paid and the fare due is returned to him.

50. If instead of the bus scheduled by the schedule, a bus is provided, the fare of which is more expensive, then the passenger who bought the ticket before the announcement of this has the right to travel on this ticket without additional payment. From the moment the bus replacement is announced, tickets are sold at the established higher fare with a corresponding warning to passengers.

51. If it is impossible to deliver a passenger to the destination for road-climatic and other reasons beyond the control of the transport company, the passenger will be refunded the cost of travel from the point of termination of the trip to the destination within 24 hours from the date of flight cancellation.

In these cases, at the request of the passenger, he must be delivered to the nearest railway station, airport.

When the bus returns to the starting point, the passenger will be refunded the cost of travel and hand luggage.

52. If a passenger on the route due to his own fault lagged behind the bus in which he was following, the ticket for the next flight is not reissued and the money for the distance not traveled is not returned.

53. Refunds in the cases provided for (- and these rules) are made by order of the head or responsible duty bus station, bus station where the passenger purchased the ticket or where the transportation was terminated. The ticket is redeemed by imposing on the reverse side of the "Refund" stamp indicating the date and time (hours, minutes) of the passenger's return of the ticket and the amount of the refund (in full, without commission or with deduction of the established % of the cost).

The redemption of the ticket is confirmed by the signature of the head or responsible duty officer of the bus station, bus station.

Money is issued by the cashier against the receipt of the passenger in the statement for accepting tickets and refunding money, which indicates the date, flight number and route name, ticket number and cost.

The canceled ticket and other documents that serve as the basis for the return of money, together with the statement, are attached to the cashier's report. In the cases provided for by these Rules, the corresponding boarding list is attached to the fare refund sheet.

54. If the passenger fails to appear at the time of departure of the bus, the departure station crosses out the details of the sold ticket in the ticket sales sheet. An empty seat can be sold to another passenger.

55. Enterprises and organizations of public road transport carry out the sale of tickets to enterprises, organizations and institutions upon their preliminary applications for the transportation of certain groups of passengers in suburban and intercity buses on regularly operating routes.

56. Upon return by enterprises, organizations and institutions acquired by them according to the specified applications travel documents at the box office of bus stations (bus stations) less than 7 days, but no later than 3 days before the departure of the bus, 10% of the fare is withheld, and when returning travel documents later than 3 days before the departure of the bus, 20% of the fare is withheld.

Withholding amounts from the fare, regardless of the timing of the return of travel documents (but before the departure of the bus) is not made if the departure of the bus indicated on the ticket is canceled, or if its departure from the passenger’s starting point is delayed by more than one hour, if the departure of passengers did not take place due to failure to provide them with the seats specified in the ticket and disagreement to use other seats in case of illness of the passenger.

57. Acceptance from enterprises, organizations and institutions of applications for the sale of tickets for the transportation of certain groups of passengers is carried out by bus stations (passenger bus stations) upon presentation of a letter certified by the seal signed by the head of the enterprise, organization or institution or his deputy no later than 12 days before the departure of the bus.

58. Payment of the cost of returned unused tickets and other travel documents is made by order of the head or responsible duty bus station (passenger bus station) where the enterprise, organization or institution purchased travel documents or where transportation was stopped.

Redemption of tickets and return of money to the responsible representative of the enterprise, organization or institution are made in the manner applicable to these Rules.

TRANSPORTATION OF PASSENGERS IN BUSES PROVIDED TO STATE AND COOPERATIVE ENTERPRISES, INSTITUTIONS, AS WELL AS CITIZENS UNDER CONTRACTS OR SEPARATE ORDERS

The procedure for the provision of buses

59. Transportation of passengers may be carried out in buses provided by motor transport enterprises and organizations under contracts or orders to enterprises, institutions and organizations, as well as citizens.

60. Buses under contracts and orders are provided for the transportation of passengers to points that do not have shuttle bus traffic and, as a rule, in the areas of activity of motor transport enterprises and within the territory of the ASSR, territory, region in which the territorial association of motor transport is located.

61. The provision of buses for the transportation of tourists to the organizations of the Central Council for Tourism and Excursions of the All-Union Central Council of Trade Unions and CJSC Intourist, as well as relations with these organizations are regulated by special conditions approved by the Ministry of Motor Transport of the RSFSR in agreement with the Central Council for Tourism and Excursions of the All-Union Central Council of Trade Unions and the Main Directorate for Foreign Tourism under the Council of Ministers of the USSR.

62. Buses for the transportation of passengers are provided: to enterprises, institutions and organizations for up to 3 days, and to citizens - up to 2 days.

63. Buses for the transportation of passengers in intra-regional traffic are provided at distances: up to 50 km - by a motor transport company; over 50 to 300 km - with the permission of the territorial association of road transport; over 300 km - with the permission of the Main Passenger Directorate of the Minavtotrans of the RSFSR.

Buses for the transportation of passengers in inter-regional (inter-republican) traffic are provided with the permission of the Ministry of Motor Transport of the RSFSR.

64. Orders of enterprises, institutions and organizations, as well as citizens for buses, are issued in accordance with the established form ().

Orders for the allocation of buses for the transportation of passengers over distances up to 50 km inclusive are provided to motor transport enterprises no later than one day before the deadline for the delivery of the bus, and for the transportation of passengers over 50 km - no later than 3 days.

65. Enterprises and organizations of public road transport organize, under agreements with industrial enterprises and construction organizations, whose residential areas and production facilities are remote from the general lines of urban passenger transport, special bus routes for employees of these enterprises and organizations with additional costs covered in case of unprofitable operation of such routes at the expense of these industrial enterprises and construction organizations.

A standard contract for the organization of special bus routes is approved by the Ministry of Motor Transport of the RSFSR in agreement with the State Planning Committee of the RSFSR and the State Arbitration of the Council of Ministers of the RSFSR.

The procedure for paying for the use of buses

66. Payments due to motor transport enterprises and organizations for the provided buses are made at the current rates when an order for transportation is accepted by checks of the USSR State Bank, payment orders or in cash in accordance with the Rules of the USSR State Bank.

Until the carriage fee is paid, motor transport enterprises and organizations do not allocate buses.

67. The beginning and end of the carriage of passengers in buses on separate orders is the time from the moment the bus leaves the garage until the moment it returns to the garage, minus the rest time of the driver. The rest time of the driver is determined when placing an order.

The bus run time from the garage to the point of delivery and from the end point of work to the garage is determined based on the average technical speed of 20 km / h.

68. Downtime of the bus during its stay with the customer, which occurred through the fault of the motor transport company, is not paid by the customer.

TRANSPORTATION OF PASSENGERS IN SHUTTLE TAXIS

Route stops

69. At the initial, final and intermediate stopping points of urban and suburban taxi routes, for the information of the population, signs are hung out about the working hours of taxis.

At the stopping points of intercity taxi routes, taxi timetables are posted.

70. At bus stations, bus stations and in auto pavilions (with cash sales of tickets for intercity taxi routes), taxi departure schedules for all routes passing through a given stopping point, tables of passenger fares, basic extracts from the Rules for the carriage of passengers and the carriage of luggage by road in the RSFSR are posted.

Sale of tickets for the passage of passengers in fixed-route taxis

71. Tickets for the passage of passengers in taxis of urban and suburban routes are sold by drivers through the cash desk - piggy bank, as well as at other points through specially authorized persons.

For the passage of passengers in taxis of long-distance routes, motor transport enterprises and organizations sell tickets at all stopping points at the box office, and where cash sales of tickets are not organized, through taxi drivers directly when passengers board a taxi until it departs from the stopping point.

At the initial and final stopping points, advance sales of tickets for travel in taxis of intercity routes are carried out.

72. Forms of tickets for travel in fixed-route taxis are established by the Ministry of Motor Transport of the RSFSR.

Travel conditions

73. In taxis of urban, suburban and intercity routes, motor transport enterprises or organizations are obliged to provide passengers with seats. The passage of passengers in excess of the number of seats is prohibited.

74. Passengers purchase travel tickets at the box office on a first-come, first-served basis. The right to purchase tickets out of turn for travel in taxis of long-distance routes is enjoyed by the persons specified in and these Rules.

75. Travel tickets lost by passengers are not renewed, and the money paid for them is not returned.

76. Boarding of passengers in taxis of urban, suburban and intercity routes is carried out at the stopping points provided for by the schedule.

77. Boarding of passengers in taxis of long-distance routes at bus stations, bus stations and stopping points with cash sales of tickets is carried out upon presentation of tickets purchased at the box office. Tickets are valid only for the day and taxi flight indicated on them.

Boarding of passengers in a taxi of intercity routes at the initial point of departure is carried out no later than 10 minutes before the departure of the taxi.

78. Disembarkation of passengers from a taxi is carried out at the request of a passenger at any place along the route of the taxi in compliance with the Rules of the Road.

79. Persons in a state of intoxication are not allowed to travel in a fixed-route taxi.

80. In the event of a fixed-route taxi being removed from the line due to a malfunction, accident, etc. tickets issued to passengers are valid for travel on another taxi of the same route.

81. When traveling in taxis on urban, suburban and intercity routes, a passenger has the right to carry with him free of charge one child under the age of 5 inclusive, if he does not occupy a separate seat.

A ticket is purchased for a child under the age of 5 to occupy a separate seat.

When traveling together with a passenger several children under the age of 5, tickets are purchased for each child, except for one carried free of charge.

82. In case of delay, illness or refusal of a passenger to travel in a taxi of an intercity route, he has the right to return the ticket and receive back the fare in the manner prescribed in and these Rules.

TRANSPORTATION OF PASSENGERS IN INDIVIDUAL USE TAXIS

Travel conditions

83. Passenger taxis for individual use are provided in the parking lot, outside the parking lot by prior arrangement.

Taxis are not provided for the transportation of infectious patients and persons who are in a state of intoxication.

At the designated parking lots, taxis are engaged in the order of the general queue.

Collective hire of a taxi at parking lots is allowed with the consent of the first passenger in line.

It is prohibited for free taxis to pass by persons standing at taxi stands waiting for a taxi.

Free taxis on the way can be stopped and busy if they are not closer than 300 meters from the parking lot.

A free taxi moving in one of the 2 right lanes can be stopped by a gesture given in advance by hand.

Stopping a taxi moving in traffic further than the 2nd row is not allowed.

It is not allowed to stop and take a taxi in places where the traffic rules prohibit stopping and parking vehicles, namely:

Closer than 15 meters from street intersections, bus, trolleybus, tram stop signs;

At pedestrian crossings and at the entrances to courtyards or closer than 5 meters from them;

On sections of streets with sidewalk fencing. Stopping a busy taxi on the way and boarding it by other persons are allowed only with the consent of the passengers in it.

Within the city limits, taxis are provided on preliminary orders, which are made by phone (except for vending machines) or in person, depending on the availability of free taxis.

The cost of supplying a taxi by order is paid by the customer according to the indication of the taximeter.

If the customer has a telephone, he is informed of the number of the taxi to be sent and the estimated cost of filing.

The idle time of a taxi, which arrived on request, while waiting for a passenger, should not exceed 15 minutes.

When boarding a taxi, the passenger suggests the route to the driver. If this is not offered, then the driver is obliged to deliver the passenger to the place by the shortest route.

Getting into and out of a taxi is carried out on the right side of the car after it has completely stopped. At telephonized taxi ranks, the driver, when calling the dispatcher, is obliged to inform him about the presence of a queue in the parking lot. In case of receiving an order from the dispatcher, the driver is obliged to inform the passengers waiting in the parking lot about this.

Smoking in the cabin and the opening of windows are allowed only with the mutual consent of the passengers and the driver.

Smoking is prohibited for passengers in the rear extra seat in GAZ-24-04 "Universal" cars and gas-cylinder cars.

It is the responsibility of the passenger to load and unload all belongings belonging to him.

84. Simultaneous passage of passengers is allowed:

in a passenger taxi of the brand "Volga" - no more than 4 adults and 2 children of preschool age;

in a passenger taxi brand "Moskvich" - no more than 3 adults and 2 children of preschool age.

In the luggage compartment, it is allowed to carry cargo with a total weight of not more than 50 kg and only with the trunk closed.

In the taxi cabin it is allowed to transport various objects and things that freely pass through the doorways of the car (without removing the limiters), do not spoil or pollute the interior upholstery and its equipment, do not interfere with the driver to drive the car and use the rear-view mirror.

In a passenger taxi GAZ-24-04 "Volga" with a body type "Universal", transportation of 6 adult passengers and 2 children of preschool age or 4 passengers and 140 kg of luggage is allowed, and with 1 passenger, luggage with a total weight of 400 kg is allowed. In the cabin it is allowed to transport medium-sized furniture, refrigerators, washing machines, TVs and other items that freely pass through the rear door opening and do not damage the equipment and interior upholstery.

The rear door of the vehicle must be completely closed during transport.

When traveling with children under 12 years old, they are not allowed to sit in the front seat of a taxi.

It is prohibited to transport construction materials, flammable, flammable, explosive, poisonous, caustic and stinking substances, piercing, cutting objects, weapons without covers or packaging, animals and birds in passenger taxis.

It is allowed to transport cats, dwarf dogs, as well as dogs of other breeds in muzzles with leashes and bedding, small animals in baskets and birds in cages with a blank bottom.

85. Transportation of passengers in taxis is carried out at a distance not exceeding that established in agreement with the city executive committee, but no further than 50 km from the city limits.

In exceptional cases, trips over long distances can be made only with the permission of the dispatcher on duty. The permit is issued in the waybill of the vehicle. If it is impossible to deliver the passenger to the agreed place for reasons beyond the control of the driver (off-road, etc.), the passenger pays the fare to the place of disembarkation according to the indication of the taximeter.

When driving outside the city limits, the passenger in the front seat must use the seat belt. If a malfunction is detected in a car outside the city limits, the driver is obliged to contribute to the speedy dispatch of passengers to their destination or to the nearest stop of passenger transport.

86. A taxi idle while waiting for a passenger (at his request) is allowed no more than 30 minutes. A simple taxi waiting for a disabled person or a participant in the Great Patriotic War (at his request upon presentation of a certificate of a disabled person or a participant in the Great Patriotic War) is allowed no more than 1 hour.

If it is necessary to wait for a passenger (at his request), the driver makes a full settlement with him for the trip (using a taximeter), and for the stipulated waiting time he receives an appropriate advance payment in advance, turning on the taximeter. The driver can leave the place of waiting without waiting for the passenger, only when the taximeter shows the amount equal to the advance payment received from the passenger.

Passengers are prohibited from leaving documents to the taxi driver as a pledge of waiting or in the order of payment.

Fare payment

87. Payment for the use of a taxi is made in accordance with the current tariffs and strictly according to the indication of the taximeter.

The fare is paid by the passenger after the end of the trip and unloading of luggage, regardless of the number of passengers traveling with him and the cargo carried. Payment with the driver is made in cash. Receipts or certificates of payment for the completed trip are not issued to passengers.

88. In the case of hiring a taxi by several passengers at the parking lot (with the consent of the first in line) or boarding of passing passengers (with the consent of the passenger who hired a taxi), the calculation with the driver for the trip is made according to the readings of the taximeter at the cost of using a taxi for each hirer when the passenger taxi is equipped with an electronic taximeter.

If the taxi is equipped with a taximeter that determines only the total cost of the trip, the calculation with the driver for the entire trip is made by agreement between the passengers who hired the taxi. The total amount of the fee must not exceed the amount indicated on the taximeter.

89. A passenger may pay for the fare in taxis for individual use with special travel coupons purchased by enterprises, institutions and organizations in motor transport enterprises for business trips in the manner prescribed by the Rules for servicing enterprises, institutions and organizations by passenger taxis and settlements for the use of these vehicles on the territory of the RSFSR, approved by the Ministry of Motor Transport of the RSFSR.

90. In all cases, when paying with a driver, passengers do not make any additional payments to the amount shown by the taximeter.

91. When boarding passengers in a taxi, the driver must turn on the taxi, assist in packing luggage, and at the end of the trip, warn the passenger about unloading all things and luggage, if necessary, assist in unloading, and then set the taximeter to the "cash" position, announce the cost of the completed trip according to the taximeter reading and make an accurate calculation.

It is prohibited to serve passengers with an unpowered taximeter. When ordering a taxi in advance, the driver must provide

delivery of the car by the time specified in the order, turning on the taximeter from the point of delivery.

92. Downtime on the road due to a malfunction of the taxi is not paid by the passenger. In this case, the driver is obliged to switch the taximeter to the "cash" position and receive from the passenger the amount shown by the taximeter.

93. Persons who refuse to pay for the use of a taxi are transferred to the police, and the amount due from them is collected by the park administration in the prescribed manner.

The delivery of passengers to the police or to the control and dispatching office of taxis to resolve conflict situations is carried out with the taximeter turned on at the expense of the guilty party.

Part II. CARRY-ON AND BAGGAGE

Conditions of carriage

94. Easily portable items that are placed by a passenger in the cabin of buses (taxi motorists) are considered hand luggage. As hand luggage, it is allowed to transport items, regardless of their type and type of packaging, which, due to their size, do not hinder the passage of other passengers.

Placement of hand luggage in the places intended for passengers, as well as the aisles between the seats is prohibited.

95. Passengers' belongings handed over to a motor transport company and transported, as a rule, in special luggage compartments of buses and taxis, luggage bus trailers or luggage cars are considered luggage.

96. The passenger has the right to carry with him:

a) in buses of urban and suburban routes free of charge - one piece of hand luggage up to 60 x 40 x 20 cm in size, including small animals and birds in a cage, or one pair of skis (children's sleds).

b) in intercity buses free of charge - one piece of hand luggage measuring 60 x 40 x 20 cm and weighing no more than 30 kg, including small animals and birds in a cage or one pair of skis (children's sleds).

For a fee according to the tariff - one piece of hand luggage (luggage) no larger than 100 x 50 x 30 cm;

c) in suburban and intercity buses with a luggage compartment (compartment) or operating with a bus luggage trailer, for a fee - two pieces of luggage no larger than 100 x 50 x 30 cm.

Checked-in baggage must be in good packaging.

For the baggage accepted for transportation, the passenger is issued a receipt or a token of established samples;

d) in fixed-route taxis of suburban and intercity communications free of charge - no more than one piece of hand luggage up to 75 x 50 x 30 cm in size;

e) in buses carrying out express transportation of air passengers to airports and between airports, having a luggage compartment (compartment), for a fee, two pieces of luggage no larger than 100 x 50 x 30 cm.

On certain routes, motor transport enterprises, with the permission of the territorial association of road transport of the Ministry of Road Transport of the RSFSR, Glavmosavtotrans of the Moscow City Executive Committee, can carry luggage in large quantities and large dimensions.

97. Flammable, explosive, sending, flammable, poisonous, caustic and fetid substances, objects and things with a size of more than 100 x 50 x 30 cm or weighing more than 60 kg in one piece, firearms without cases or in an unwrapped form, objects and things that pollute the rolling stock or clothing passengers.

98. On intercity routes where the movement of luggage cars is organized, the passenger has the right to check in luggage for transportation in a luggage car.

Due to their dimensions, packaging and properties, the items of baggage handed over for transportation should not impede their loading and placement in the baggage car, as well as cause harm to the baggage of other passengers. Tare and packaging must ensure the integrity and safety of baggage for the entire period of transportation.

100. A passenger wishing to send baggage in a baggage car must present it for delivery in advance, but no later than 20 minutes before the departure of the baggage car.

101. Baggage in defective packaging will not be accepted for carriage in a baggage car.

Baggage, the packaging of which has such shortcomings that do not cause fear of loss or damage to the luggage, may be accepted for carriage with a note about these shortcomings in the transportation documents.

102. As a certificate of acceptance of baggage for transportation, the passenger is issued a baggage receipt of the established form.

The passenger has the right, when checking in baggage for transportation, to declare its value with the payment of the established fee.

Baggage is issued at the point of destination to the bearer of the baggage receipt. Baggage storage is subject to applicable rates.

103. Baggage accepted for carriage separately from the passenger must be delivered to the point of destination no later than the day the passenger arrives at this point according to the schedule.

104. Luggage not claimed by a passenger is stored by a motor transport company or organization at the destination.

Baggage not claimed within 30 days is handed over to local merchants for sale in the prescribed manner.

The bearer of the baggage check, within six months from the date of sale of the baggage, has the right to receive the amount paid to the motor transport enterprise or organization for unclaimed baggage transferred to the trading organizations, minus the amounts due to the motor transport enterprise or organization.

Payment procedure for hand luggage and baggage

105. Tickets for the carriage of hand luggage on city routes, payable, are sold by conductors, and when buses operate without a conductor, they are purchased by passengers through a cash box - a piggy bank or a cash box - a semi-automatic device. 106. Tickets for the carriage of hand luggage (luggage) subject to payment on buses of suburban routes are sold by conductors or drivers, and at the final points of routes where ticket sales are organized by cashiers.

107. Tickets for the carriage of hand luggage (luggage) payable on intercity buses are sold by cashiers, and where ticket sales are not organized, by drivers or conductors.

The return of tickets for the carriage of hand luggage (luggage) on a suburban or intercity bus is carried out in the manner determined by these Rules.

Storage of hand luggage (luggage)

108. For temporary storage of hand luggage (luggage) at bus stations, bus stations, left-luggage offices are organized that accept hand luggage (luggage) from passengers, regardless of the availability of travel documents, with payment for storage at current rates.

The opening hours of the left-luggage offices are set by the transport company or organization, depending on the timetable for the movement of buses and fixed-route taxis, as well as on local conditions. Announcements about the time and procedure for the work of left-luggage offices should be posted for the information of passengers.

109. For short-term storage of hand luggage (luggage) at bus stations, bus stations, automatic lockers are used, which are separate sections (cabinets). The procedure for using an automatic locker is established by the Ministry of Motor Transport of the RSFSR.

110. Hand luggage (baggage) in any package, regardless of its type and type (suitcase, basket, bundle, backpack, bundle, bag, mesh, glass containers, etc.), and some items, for example, coats, headwear, briefcase, skis, skates, etc. can be accepted for storage without packaging.

The storage room is not responsible for the natural spoilage of perishable products deposited.

If, upon receipt of things in the storage room, defects in the packaging are found, the owner is obliged to either eliminate them or confirm the presence of defects with his signature in the receipt stub.

It is prohibited to deposit and accept items that may contaminate or damage the items of other passengers, as well as flammable, explosive, poisonous, caustic and malodorous substances.

Declaration of value

111. When checking in hand luggage and baggage for storage, a passenger may declare their value with payment of the fee established by the fares.

When depositing several items (seats), the passenger may declare the value of each item (seat) handed over by him or the total value of them (seats).

The amount of the declared value is indicated in the baggage receipt.

112. If there is doubt about the correctness of the declared value, the employee of the luggage room may demand that hand luggage or luggage be opened for inspection. In case of refusal to open, in case of disagreement in the amount of assessment, hand luggage or luggage for storage with a declared value is not accepted.

Fee for storage of hand luggage and luggage

113. The fee for storage of hand luggage and baggage is charged for each item (place). When depositing several items (places) linked together, the fee is charged for each item (place) separately.

114. The fee for storage of hand luggage or luggage is charged for each calendar day, including the day of acceptance for storage and the day of issue from the storage room. Part of a day counts as a full day.

115. The fee for the storage of baggage arrived at the destination, handed over by the passenger for transportation in a baggage car, is charged starting from the second day. The first calendar day is not paid. Part of a day counts as a full day.

Arrangement of storage of hand luggage and luggage

116. When hand luggage or baggage is accepted for storage without a declaration of value, a passenger is issued a token or a receipt, and when hand luggage or baggage is accepted for storage with a declaration of value - a receipt.

The form of the token and the receipt is approved by the Ministry of Motor Transport of the RSFSR.

117. When organizing the work of a left-luggage office using tokens, a passenger, handing over hand luggage or luggage for storage, is obliged to pay through the cash desk - a semi-automatic device, the cost of the first two days of storage and receive a control ticket.

118. When accepting hand luggage or baggage for storage, the storekeeper of the storage room is obliged to inspect the packaging of the checked-in items, mark the stamp - with a clock or manually on the control ticket received from the passenger, the date of receipt of items for storage, attach a duplicate token together with the control ticket to the items handed over for storage and issue the token to the passenger.

119. Hand luggage or luggage accepted for storage is issued to the passenger by the storekeeper according to the number indicated on the token. When issuing, the storage period is checked and the final payment is made to the passenger.

120. When organizing the work of a left-luggage office using receipts, the passenger pays the cost of storing things when they are handed over to the luggage room and receives a receipt from the storekeeper.

121. The receipt and its copy are written out with an indelible pencil (ballpoint pen) through carbon paper legibly, without erasures and blots. A copy of the receipt is attached to the items deposited, the front side of the receipt indicates the total number of items (places) accepted for storage and the total amount of the declared value, the name of the items is listed and the declared value of individual items (places) is indicated in words.

The receipt is signed by the storekeeper and sealed with the stamp of the bus station (bus station).

122. When issuing hand luggage and luggage from the storage room, the storekeeper checks the receipt presented by the owner with a copy of the receipt, and also checks the last name, first name, patronymic, indicated by the owner when handing over things for storage, with the presented document.

The reverse side of the receipt indicates the date of issue of the items, the number of days of storage, the charges for storage and for the declaration of value, as well as the total amount of charges in figures and words. The storekeeper signs in the corresponding line of the receipt in receipt of the amount of fees and the issuance of hand luggage or luggage, and the owner - in receipt of them.

123. In case of loss of a token or a receipt, hand luggage or luggage accepted for storage may be issued to the owner upon his written application with the presentation of evidence that the hand luggage or luggage checked in belongs to him. Shortage, damage to hand luggage and luggage accepted for storage

124. If there is a shortage of seats or damage to hand luggage or luggage, the motor transport company draws up an act in two copies with the participation of the storekeeper of the storage room, the owner of hand luggage or luggage and the bus station (bus station) employee on the authority of the head.

The act indicates: the number of accepted and issued places, the name of the item (suitcase, basket, bag, etc.), the nature of the damage, the last name, first name, patronymic and address of the recipient, the amount of the declared value, if it was indicated.

One copy of the act is handed over to the passenger and serves as the basis for filing a claim with the motor transport company or organization.

In cases where the passenger agrees to accept hand luggage or luggage, damaged or partially lost, without drawing up an act, the motor transport company or organization is obliged to issue the specified hand luggage or luggage. In this case, claims from the owner of hand luggage or baggage are not accepted by the transport company or organization.

Forgotten and found things

125. In all cases of discovery in buses, taxis, at bus stations, bus stations, car pavilions of forgotten or lost things, an act is drawn up with a detailed description of the appearance of the things found and the circumstances of their discovery in the form according to.

These books are issued by the accounting department of a motor transport enterprise (organization), where they are recorded in off-balance accounts as strict reporting forms.

129. After drawing up the act, things are subject to delivery to the warehouse of forgotten things against the receipt of the storekeeper on both copies of the act, one of which remains in the book of acts, and the other is transferred to the storekeeper along with things.

130. The head (on duty) of the bus station (bus station) or the dispatcher on duty of the motor transport enterprise are obliged to give the passenger an appropriate explanation on the issue related to the search for his lost things.

Accounting for found things

131. When things arrive at the warehouse, their compliance with the records in the act must be checked.

Items received at the warehouse must be immediately entered into a special book of records of found items, which is maintained in the prescribed form () and issued by the motor transport enterprise or organization for safekeeping to the head of the warehouse of found items.

If things do not correspond to the records in the act, things are not accepted for storage and are returned together with the act for clarification and appropriate registration according to their affiliation.

Storage of found things

132. Found things, with the exception of those specified in these Rules, must be stored directly in the warehouse of found things for 3 months in a room specially equipped for this, excluding theft or damage.

Cardboard labels are attached to the things accepted for the warehouse indicating the place of the initial delivery of the found things, the date of delivery and the number of the act.

133. food products, including canned, after 10 days, and in loose form and perishable - after 1 day of storage are subject to transfer to local catering organizations as food waste or destroyed.

The transfer or destruction of food products is formalized by an act of the commission, which in each case is appointed by order of a motor transport enterprise or organization.

134. Received at the warehouse of found things:

a) weapons, cartridges and explosives must be immediately transferred under the act to the local police authorities;

b) identity cards, passports, party and Komsomol tickets are transferred according to the act to the relevant authorities at the location of the motor transport enterprise or organization;

c) money (foreign currency), government loan bonds, gold and silver things and other valuables are subject to transfer under the act no later than the next day to the cash desk of a motor transport enterprise or organization, which, within a day after receiving these valuables, must be transferred to the local bodies of the State Bank of the USSR for storage with registration of the transfer of values ​​in the prescribed manner.

135. If the owner does not claim things or valuables within 3 months of storage, motor transport enterprises or organizations are obliged to:

Transfer money temporarily on the current account to the state budget;

Documents of local authorities of the State Bank of the USSR, issued in confirmation of the acceptance for storage of foreign currency, bonds and jewelry, - return to the institution of the State Bank of the USSR according to their ownership;

Other things that are in the warehouse of found things - at the direction of local authorities, transfer them to the relevant local organizations for their implementation in the prescribed manner.

Release of found items

136. Issuance of things to owners is carried out daily (except weekends) at the time set for this by the schedule upon presentation of a passport or other identity document, and an application with written permission from the head of the motor transport enterprise or organization to issue things from the warehouse.

The application must indicate the signs of forgotten things. Items of little value and money in the amount of up to 10 rubles can be issued upon the owner’s request on the day they are found (before they are deposited at the warehouse or at the cash desk) directly by the duty officer at the bus station (bus station) upon presentation of a passport or other identity document, with the drawing up of an act (the owner’s last name, first name, patronymic, passport number, by whom and when it was issued, address of permanent residence).

In receiving the lost item or money, the owner signs the act.

137. When issuing things, the owner is charged for storage in the amount provided for by the tariffs.

Upon receipt of the amount due for storage of things, a receipt of various fees of the established form is issued.

The proceeds from the storage of things are subject to daily delivery to the cash desk of a motor transport enterprise or organization in the prescribed manner.

Section II. SPECIAL CONDITIONS FOR CARRIAGE OF PASSENGERS

The carrier has the right to establish its own rules that do not contradict general rules passenger transportation and do not impair the quality of passenger service.

A passenger may be removed from the transport if he:

  • drunk and disturbing public order, disturbing (disembarked by police officers);
  • in a painful condition, the manifestations of which disturb the peace of others, and there is no possibility of its separate placement (it is landed by doctors at the station where there are specialized medical institutions).

Types of passenger transportation and regulatory documents

The current editions of the laws of the Russian Federation (RF) determine the conditions and foundations for the interaction of transport structures with each other, with users of transport services (passengers), taking into account the specifics of the types of transport used for transportation. The main regulations for each mode of transport are presented in Table 1.

The organization of passenger transportation requires serious provision:

  • analytical (research of passenger flows, development of routes, etc.);
  • administrative (organization of the work of drivers, control over the level of their professional training, etc.);
  • technical (preparation and equipment of transport; arrangement of stops, etc.).

Therefore, passenger transportation as a type of activity is subject to mandatory state licensing.

According to article 3 Federal Law "Charter of Road Transport and Urban Surface Electric Transport" The Government of the Russian Federation decides:

I. General provisions

1. These Rules establish the procedure for organizing various types of transportation of passengers and baggage provided for by the Federal Law "Charter of Road Transport and Urban Surface Electric Transport", including requirements for carriers, charterers and owners of transport infrastructure facilities, the conditions for such transportation, as well as the conditions for providing vehicles for such transportation.

2. The terms used in these Rules mean the following:

"bus station"- a transport infrastructure facility, which includes a complex of buildings and structures located on a specially designated area, designed to provide services to passengers and carriers in the transportation of passengers and baggage, providing the possibility of sending more than 1000 people per day;

"bus station"- a transport infrastructure facility, which includes a complex of buildings and structures located on a specially designated area, designed to provide services to passengers and carriers in the transportation of passengers and baggage, providing the possibility of sending from 250 to 1000 people per day;

"luggage car"- a vehicle carrying baggage separately from passengers;

"conductor"- an official who sells tickets in a vehicle;

"passenger taxi"- a vehicle of category "M1" used for the carriage of passengers and luggage in accordance with a public charter agreement;

"taximeter"- equipment designed to calculate the cost of transporting passengers and luggage by passenger taxi based on the established tariffs per unit of mileage and (or) unit of time for using the vehicle;

"vehicle category" M1 "- a vehicle that is used for the carriage of passengers and has, in addition to the driver's seat, no more than 8 seats;

"vehicle category" M2 "- a vehicle used for the carriage of passengers, in addition to the driver's seat, has more than 8 seats and a maximum mass of which does not exceed 5 tons;

"vehicle category" M3 "- a vehicle that is used for the carriage of passengers, has more than 8 seats in addition to the driver's seat and the maximum mass of which exceeds 5 tons.

II. Regular transportation

3. Regular transportation of passengers and baggage is carried out according to schedules.

4. The schedule of regular transportation of passengers and luggage (hereinafter - the schedule) is compiled for each stopping point of the regular transportation route, which provides for the mandatory stop of the vehicle.

5. The schedule contains intervals for the departure of vehicles, including by periods of time of the day, or a time schedule for the departure of vehicles from a stopping point.

6. The timetable for intercity transportation, in addition to the information specified in paragraph 5 of these Rules, contains a time schedule for the arrival of vehicles at the stopping point.

7. The timetable is posted at all stopping points of the regular transportation route, where the mandatory stop of the vehicle is provided.

8. If the need for regular transportation of passengers and luggage depends significantly on the time of year or days of the week, the schedule may be drawn up for the summer and autumn-winter periods of the year and (or) separately for working days, weekends and holidays.

9. Changes made to the schedule are brought to the attention of the public no later than 10 days before the start of regular transportation of passengers and baggage according to the modified schedule.

10. The schedules indicate local time.

11. Stopping of vehicles for embarkation (disembarkation) of passengers is carried out at all stopping points of the regular transportation route, with the exception of stopping points at which the embarkation (disembarkation) of passengers is carried out at their request.

12. Stopping of vehicles for boarding (disembarking) passengers at their request is carried out if:

a) the passenger in the vehicle will notify the conductor or the driver in advance of the need to stop the vehicle at the appropriate stopping point;

b) there are people at the stopping point waiting for the arrival of the vehicle.

13. The driver or the conductor is obliged to warn the passengers in the vehicle in advance about the stopping points at which passengers are boarded (disembarked) at their request.

14. Stopping points are equipped with signs that determine the place where the vehicle stops for boarding (disembarking) passengers.

15. Signs (with the exception of signs at stopping points located on the territory of bus stations, bus stations) contain the following information:

a) the symbol of the vehicle (bus, trolleybus, tram) used for the regular transportation of passengers and luggage;

b) the name of the stopping point;

c) numbers of regular transportation routes, which include a stopping point;

d) the name of the final stopping point of each regular transportation route;

e) the timetable for all regular transportation routes, which include a stopping point, with the exception of stopping points, in which boarding (disembarking) of passengers is carried out at their request;

f) the inscription "On demand" at the stopping points where boarding (disembarking) of passengers is carried out at their request;

g) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage.

16. In addition to the information provided for in paragraph 15 of these Rules, signs may contain other information related to the regular transportation of passengers and baggage.

17. The final stopping points of regular transportation routes, at which vehicles arrive and which do not coincide with the points of departure, are equipped with “No Landing” signs.

18. Stopping points from which more than 100 passengers are departed per day, with the exception of stopping points located on the territory of bus stations, bus stations, are equipped with protective equipment from atmospheric precipitation, if the land plots adjacent to the stopping point allow it.

19. A stopping point is located on the territory of a bus station, bus station, if the total number of passengers departing from the stopping point according to the general schedule for all regular transportation routes that include this stopping point is from 250 to 1000 people and more than 1000 people per day, respectively, and the maximum departure interval of vehicles on one or more regular transportation routes exceeds 2 hours.

20. The minimum requirements for the equipment of bus stations and bus stations are established by the Ministry of Transport of the Russian Federation.

21. A passenger has the right to free use of the waiting rooms and toilets located in the buildings of the bus station, bus station, if he has a ticket that has not expired and which provides the right to travel along the regular transportation route, which includes a stopping point located on the territory of this bus station or bus station.

22. The mode of operation of the bus station, bus station must comply with the schedule of arrival and departure of vehicles.

23. On the front side of the main building of the bus station, bus station with a non-round-the-clock operation mode, a general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, bus station, or an information terminal for providing information about the arrival and departure of vehicles, should be placed.

24. The following information should be placed in the main building of the bus station, bus station:

a) a general schedule for all regular transportation routes, which include a stopping point located on the territory of a bus station, bus station;

b) the layout and numbering of seats in vehicles that depart from a stopping point located on the territory of a bus station, bus station;

c) a scheme of regular transportation routes, which include a stopping point located on the territory of a bus station, bus station;

d) rules for using the services of the bus station, bus station.

25. The information provided for in paragraph 24 of these Rules is posted in a place convenient for familiarization with it in the ticket office, the waiting room of the bus station or bus station, as well as in other places at the discretion of the owner of the bus station, bus station.

26. The general schedule for all regular transportation routes, which include a stopping point located on the territory of the bus station, bus station, must contain information about the arrival and departure of vehicles for each regular transportation route, including days of the week and time (in hours and minutes):

a) the arrival of the vehicle at the stopping point;

b) departure of the vehicle from the stopping point;

c) the arrival of the vehicle at the final points of the regular transportation route.

27. The scheme of routes of regular transportation is presented in the form of a conditional graphic representation of the route of vehicles from the stopping point of the bus station, bus station to the final points of regular transportation routes. The specified scheme is hung out in the waiting room or the ticket office of the bus station, bus station. The following information is applied to the diagram with symbols:

a) settlements where stopping points of regular transportation routes are located;

b) numbers of regular transportation routes passing through the settlements indicated on the diagram.

28. On the territory and in the main building of the bus station, bus station, in a place convenient for familiarization and in an understandable form, information is posted on the location of the main services and premises of the bus station, bus station, intended for serving passengers and carriers, including waiting rooms, ticket offices, mother and child rooms (if any), food points (if any), medical aid point, storage room (if available), toilets, and also indicates the direction of movement to them and to vehicles of the corresponding routes.

29. Vehicles used for regular transportation of passengers and luggage shall be equipped with regular transportation route indicators, which are located:

a) above the windshield of the vehicle and (or) in the upper part of the windshield;

b) on the right side of the body in the direction of the vehicle;

c) on the rear window of the vehicle.

30. On the indicator of the route of regular transportation, placed above the windshield of the vehicle and (or) in the upper part of the windshield, the names of the initial and final stopping points and the number of the route of regular transportation are affixed.

31. The height of the indicator of the route of regular transportation, placed on the windshield, should not exceed 140 mm , and the height of the indicator of the route of regular transportation, placed on the windshield of vehicles of category "M3", - the minimum distance between the upper edge of the windshield and the upper boundary of the zone of its cleaning with a windshield wiper.

32. On the indicator of the route of regular transportation, placed on the right side of the body along the direction of the vehicle, the number of the route of regular transportation, as well as the names of the initial, final and main intermediate stopping points, are affixed.

33. On the indicator of the route of regular transportation, placed on the rear window of the vehicle, the number of the route of regular transportation is affixed.

34. It is allowed to use an information electronic board as an indicator of the route of regular transportation.

35. In a vehicle with 2 or more doors through which passengers enter, with the exception of vehicles of category "M2", a sign with the inscription "Entrance" is fixed above each door from the outside or the inscription "Entrance" is applied.

36. Above the windshield and (or) on the right side of the body along the direction of the vehicle, the full or short name of the carrier is indicated.

37. Inside the vehicle used for regular transportation of passengers and luggage, the following information is placed:

a) the name, address and telephone number of the carrier, the name of the driver, and if there is a conductor, also the name of the conductor;

b) the name, address and contact telephone numbers of the body responsible for control over the carriage of passengers and baggage;

c) seat numbers, except when the vehicle is used for regular transportation on tickets that do not indicate the seat number;

d) the cost of travel, hand luggage and baggage transportation;

e) seat indicators for passengers with children and disabled people, except when the vehicle is used for regular transportation on tickets, which indicate the seat number;

e) indicators of the locations of fire extinguishers;

g) indicators of the locations of the vehicle stop buttons;

h) emergency exit signs and rules for using such exits;

i) rules for using the vehicle or an extract from such rules.

38. In a vehicle with 2 or more doors through which passengers exit, with the exception of vehicles of category "M2", a sign with the inscription "Exit" is fixed above each door on the inside or the inscription "Exit" is applied.

39. Instead of the signs provided for in subparagraphs "e" - "h" of paragraph 37 of these Rules, the use of appropriate symbolic images (pictograms) is allowed.

40. In addition to the information specified in paragraph 37 of these Rules, other information related to the regular transportation of passengers and luggage may be placed inside the vehicle.

41. In order to conduct an inspection of compliance with the requirements for registration and equipment of vehicles provided for in paragraphs 37 and 38 of these Rules, the carrier is obliged to allow officials of the federal executive bodies authorized to carry out such an inspection into the vehicle.

42. The passage of passengers on regular transportation routes is carried out by tickets.

43. The ticket must contain mandatory details. Forms and mandatory details of tickets are presented inAppendix No. 1. Additional details are allowed on the ticket.

44. If tariffs are applied on the regular transportation route that take into account a different level of service in the vehicle (the presence of an air conditioner, a video recorder, a toilet, luggage racks, sun shades, individual lighting and ventilation, the provision of food, newspapers, magazines, a modern design and comfortable seating, etc.), the carrier has the right to indicate on the ticket the details that determine the class of service. In this case, the carrier informs the passengers about the class of service in advance.

45. In the case of using tickets in which all or part of the details are indicated in electronic form, the carrier, when a passenger contacts him, is obliged to provide him with information about all the details of the ticket indicated in electronic form, including the expiration date of the ticket and the remaining number of trips.

46. ​​In the case of using tickets that are recognized as valid if there is a cancellation mark, the inscription "Without a cancellation mark is invalid" is placed on them.

47. If in accordance with legislation Russian Federation, personal data about passengers are subject to transfer to automated centralized databases of personal data about passengers, regular transportation is carried out using personalized tickets.

Personalized tickets are issued on the basis of an identity document of the passenger in accordance with the legislation of the Russian Federation (for children under the age of 14 - birth certificates).

48. The ticket must contain explanations for details containing abbreviations, codes or symbols. If there is not enough space on the ticket, these explanations must be brought to the attention of passengers in any accessible form.

49. Sale of tickets for travel in urban and suburban communications is carried out:

a) in vehicles (conductors or drivers);

b) at specialized points and other places where tickets are sold outside vehicles.

50. Tickets for intercity travel are sold at the ticket offices of bus stations, bus stations or other ticket sales points, and in the absence of such points - by drivers or conductors directly when passengers get into the vehicle before its departure from the stopping point.

51. Sale of tickets for travel in intercity traffic begins at least 10 days and ends 5 minutes before the departure of the vehicle.

52. The sale of a ticket may be refused if the capacity provided for by the design of the vehicle is exceeded, or transportation is carried out only with the provision of a seat in the absence of free seats. Control over compliance with capacity standards and the availability of seats is carried out by the conductor, and in the absence of a conductor - by the driver.
